Nebraska Sex Offender Registry Study: Interim Report, Ryan E. Spohn
Nebraska Sex Offender Registry Study: Interim Report, Ryan E. Spohn
Reports
Sexual victimization is of great concern to the public, as evidenced by the legislative attention it has received over the last twenty years (Adkins, Huff, and Stageberg 2000; Levenson 2006; Sample and Kadleck 2008; Schram and Milloy 1995; Walker et al. 2005; Zevit 2006). To help increase public safety and address public concern, corrections departments nationwide have adopted some form of risk classification and assessment instrument for offenders who have been convicted of sex crimes (Richardson and Huebner 2006). Some of the most popular risk assessment instruments include the STATIC 99, RRASOR, MnSOST, SORAG, and ASRS (Richardson and Huebner 2006; …

Police officers are generally exempt from law enforcement (Reiss, 1971) and it is widely known that police officers who drive drunk are rarely arrested, even when they are pulled over in a traffic stop for driving drunk. Using data from a larger study on police crime arrests, this is an exploratory study of 763 cases from years 2005-2010 of on- and off-duty police officers arrested for driving under the influence (DUI). The officers arrested for DUI were employed by nonfederal law enforcement agencies located in all 50 states and the District of Columbia. Preliminary findings indicate that almost half of …

Spain: Language, Community, and Social Change
In Fall of 2012, during my participation in the Spain: Language, Community and Social Change program, I volunteered at El Centro de Inserción Social “Matilde Canto Fernandez”, a center for inmates in the advanced stages of their reintegration. It is located in the center of urban Granada in order to make the reintegration into the social life of Granada easier. The center plays a residential role and offers intervention and treatment of activities, and social work.
The initial idea for my service was to conduct a “Cine-fórum” in which I would show a movie and lead a discussion where …

Accountability And Evidence-Based Approaches: Theory And Research For Juvenile Justice, David Myers
Accountability And Evidence-Based Approaches: Theory And Research For Juvenile Justice, David Myers
Criminal Justice Faculty Publications
As part of the ‘accountability movement’ in juvenile justice, policy-makers, funding agencies, and the general public have called for greater accountability from agencies and organizations involved with youthful offenders. Within this context, performance measurement and monitoring, and use of evidence-based programs and practices, have emerged as recommended aspects of juvenile justice system operations nationwide. Little is known empirically, however, about the actual performance of juvenile justice systems or the real changes brought by contemporary reforms, and theory and research on the implementation and sustainability of evidence-based approaches have been slow to emerge. This paper will review the key aspects of …

Oregonians Nearly Unanimous In Support Of Reentry Services For Former Prisoners, Jody Sundt, Renee Vanderhoff, Laura Shaver, Sarah Lazzeroni
Criminal Justice Policy Research Institute Research Research Briefs
The vast majority of Oregon prisoners — 94% or more — are released to the community after serving a median sentence of five and a half years. Most former prisoners struggle to resume their family relationships, find employment, secure housing, and access healthcare. The Oregon Department of Corrections (DOC) estimates that close to 60% of inmates are addicted or drug dependent, two thirds have an education need such as adult basic education or a GED, and half of inmates have a mental health need. Finally, close to 30% of those released will be convicted of a new felony within three …

Perceptual Framing Of Homeland Security, Linda Kiltz, James D. Ramsay
Applied Aviation Sciences - Daytona Beach
This article analyzes the phenomenon of homeland security through the development of four conceptual lenses that were created out of the existing literatures in criminal justice, public administration, organization behavior, risk management, international relations, and the overlap between them. Using terrorism as a proxy for the homeland security enterprise, these conceptual lenses include: (1) homeland security as a criminal justice problem which views terrorism as a crime; (2) homeland security as a international relations problem which views terrorism as a war; (3) homeland security as an organization design problem which views terrorism as a network of sub-state transnational actors; and …

International Justice: Bringing The World Home Through Social Justice, Gabriel Rubin
Department of Justice Studies Faculty Scholarship and Creative Works
As the head of my university’s new International Justice program, I am well placed to speak about the trials and tribulations of teaching students about global politics. Our program draws in Sociology, Justice Studies, and Political Science students. The overarching goal is to make students aware of international issues ranging from genocide and terrorism to international migration and global institutions through the lens of social justice. The social justice lens is particularly effective because it provides a reason for exploring global issues. These issues are not bloodlessly described in my courses with the hopes of extracting causal variables. Instead international …
Life Without Parole Under Modern Theories Of Punishment, Paul H. Robinson
Life Without Parole Under Modern Theories Of Punishment, Paul H. Robinson
All Faculty Scholarship
Life without parole seems an attractive and logical punishment under the modern coercive crime-control principles of general deterrence and incapacitation, a point reinforced by its common use under habitual offender statutes like "three strikes." Yet, there is increasing evidence to doubt the efficacy of using such principles to distributive punishment. The prerequisite conditions for effective general deterrence are the exception rather than the rule. Moreover, effective and fair preventive detention is difficult when attempted through the criminal justice system. If we really are committed to preventive detention, it is better for both society and potential detainees that it be done …
Crimes Against Caring: Compassion Fatigue, Burnout And Self-Care Practices Among Professionals Working With Crimes Against Children, Patrick Quinn Brady
Crimes Against Caring: Compassion Fatigue, Burnout And Self-Care Practices Among Professionals Working With Crimes Against Children, Patrick Quinn Brady
Criminal Justice Graduate Projects and Theses
Working with cases involving crimes against children requires individuals to be directly and indirectly exposed to graphic material including images, videos, and statements made by child victims. Exposure to traumatic events can have a profound and lasting effect on everyone who is directly and indirectly involved. Because of this, helping professionals who have extended exposure to traumatized populations are more susceptible to psychological distress. Through an exhaustive review of the literature, this paper identifies the prevalence of compassion fatigue, burnout, compassion satisfaction among forensic interviewers and professionals working with cases involving crimes against children. The utilization of self-care methods from …

Recidivism Rates Of Committed Youth, 2006 - 2009, Becky Noreus, Robyn Dumont
Recidivism Rates Of Committed Youth, 2006 - 2009, Becky Noreus, Robyn Dumont
Justice Policy
The Maine Department of Corrections (MDOC) Division of Juvenile Services (DJS) collaborates with the Muskie School of Public Service in a state‐university partnership to analyze juvenile recidivism rates. DJS measures juvenile justice outcomes to guide policy and program development geared toward recidivism reduction. Reduction of youth recidivism in Maine increases public safety.
This report uses multiple recidivism measures: re‐arrest, re‐adjudication/conviction, and recommitment. To be consistent with other reports, most analysis focuses on re‐adjudication/conviction.
This report measures DJS impact on youth who have been committed to a MDOC facility by examining rates of recidivism.

Is Emerging Adulthood Influencing Moffitt’S Developmental Taxonomy? Adding The “Prolonged” Adolescent Offender, Christopher Salvatore, Travis A. Taniguchi, Wayne Welsh
Department of Justice Studies Faculty Scholarship and Creative Works
The study of offender trajectories has been a prolific area of criminological research. However, few studies have incorporated the influence of emerging adulthood, a recently identified stage of the life course, on offending trajectories. The present study addressed this shortcoming by introducing the "prolonged adolescent" offender, a low-level offender between the ages of 18 and 25 that has failed to successfully transition into adult social roles. A theoretical background based on prior research in life-course criminology and emerging adulthood is presented. Using data from the National Longitudinal Study of Adolescent Health analyses examined the relationship between indicators of traditional turning …

Master in Management for Public Safety and Homeland Security Professionals Master's Projects
This Master‟s level thesis paper discusses the important topic of human trafficking. As this paper will explore, human trafficking is a very heinous crime that involves women, children and families and is a crime against humanity. It involves the illegal trading of human beings for personal gain in the form of forced labor, sexual exploitation and even slavery. Each and every year human beings are recruited, tricked, transferred and harbored as slaves. This is an international crime and each country is affected by trafficking, whether it is as a country of destination, transit or origin destination for victims.

Fighting Narcoterrorism: A Counter Narcotic Approach To Homeland Security, Nicholas Levesque
Master in Management for Public Safety and Homeland Security Professionals Master's Projects
The use of illicit drugs in the United States can be looked at as a homeland security concern for many reasons. The illicit drug trade challenges the security of our borders, fuels crime in many of our communities and when illicit drugs are abused by individuals, they can become unproductive members of society. This loss of productivity can be attributed to healthcare concerns, incarceration and the burden placed on the rest of society to make up for the loss. Terrorist organizations like Al-Qaeda have shown involvement in the illicit drug trade and use it as a means of funding their …

Mamaroneck Ems And The Continuity Of Operations: Homeland Security On A Local Level, Samantha M. Gagliardi
Master in Management for Public Safety and Homeland Security Professionals Master's Projects
The definition of homeland security and all that it encompasses has been an ongoing discussion since the events of 9/11. As a homeland security professional it has become clear to me that homeland security is not only a federal obligation, but a local priority as well. All events are local and the government cannot be solely responsible for the preparation, response, and resilience of each individual community. The Village of Mamaroneck is a small jurisdiction approximately 30 miles from New York City. The prime threat this Village has faced is inclement weather and severe flooding due to the multiple floodplains …
