Spatial crime studies have existed for over a century, but the last 20 years have seen a turn in focus toward micro-spatial units such as street blocks and street segments. A particular subfield of this modern micro-spatial perspective is called crime trajectory analysis, which can isolate patterns of crime at small spatial units over time. Though several crime trajectory analyses have been conducted for coastal cities, the technique has never been applied to Midwestern data. Research shows that disparities still exist in the juvenile justice decision-making process, but there is a gap in our understanding of neighborhood characteristics that may affect those detention decisions. Therefore, this research examines structural factors influenced by social disorganization theory to explore the impact they have on juvenile detention decisions. Neighborhood parks and recreation centers are examined as important local institutions that provide informal social control to the neighborhood. The Virginia Department of Juvenile Justice (DJJ) for the city of Norfolk compiled juvenile justice data, and 2016 Census data were also used to obtain neighborhood structural information. Objects: In this dissertation, I explore whether the use of motorized police saturation patrol in high crime neighborhoods negatively impacts citizen perceptions of police activity, opinions about the police, and perceived safety level. This research focuses on evaluating

whether or not any backfire effects were attributed to the use of the hot spot policing tactic.
