A leader in the field of school counseling and school counselor education, Dr. Carol Dahir has engaged in policy development at state, national, and international levels. Through her work, she has served as an advocate for the profession and its advancement. Dr. Dahir co-developed the American School Counselor Association (ASCA) National Standards for School Counseling Programs (1997) alongside Dr. Chari Campbell, which became guiding principles for the profession. Through her work, Dr. Dahir believes strongly in the implementation of moving policy into practice, highlighting this as a major theme of her reflection on our interview. Examining Variation In Compliance To A New School Counselor Policy By School And School Counseling Program Variables, Chloe Lancaster, Michelle Welch-Brasfield, Martha F. Burke

To address a gap in the research, we conducted a policy evaluation to investigate if a recent state policy change had met its intended goals to decrease school counselor ratios and increase their time with students. Participants included 143 PK-12 public school counselors in one state in the southeastern region of the United States. Results of this statewide study revealed; (a) a decline in ratios pursuant to policy adoption; (b) less non-counseling duties when following the policy; and (c) elementary level school counselors were more likely to meet policy guidelines as compared to secondary school counselors. Dr. Trish Hatch has served as a leader in school counselor policy and advocacy for over 30 years. As a co-author of the ASCA National Model, Dr. Hatch has worked tirelessly to establish school-based policies to promote the profession of school counseling at the district, state, and federal levels. Academic accreditation is a common feature of higher education, with a moderate body of literature. Previous studies largely focus on factors that are crucial to the implementation or acceptance of standards. This study explored how education standards of genetic counseling are perceived and interacted with by program directors. We performed semi-structured interviews with current program directors, assistant directors, and associate directors to gain insight into their perspectives on current accreditation standards and the standards’ revision process. Interview transcripts were analyzed via thematic analysis to identify common themes related to program directors’ perceptions of the standards and accreditation as a whole. …

There is a lack of an established framework or taxonomy in the academic literature to systematically analyze school counseling policies. This study was conducted to fill in this gap. Specifically, the researchers propose an initial taxonomy developed based on review of relevant school counseling policy documents and research. The proposed taxonomy has 21 policy levers grouped under seven policy foci covering school counselors’ initial competence, continuing competence, effective school counseling practices, planning and evaluation of school counseling, distinct school counselor roles, hiring of school counselors, and the continual improvement of school counseling system. Perceptions Of Recovery While Delivering Medicaid Covered Rehabilitation Services, Zakia Clay, Anthony Zazzarino, Emilie Banz, Ann Reilly

Journal of Human Services: Training, Research, and Practice

Many states have shifted to Medicaid reimbursement methods to cover behavioral health services. In doing so, state mental health authorities have incorporated the concept of recovery into mental health policy. Thus, gaining a better understanding of practitioners’ perceptions of recovery in a new fiscal environment is warranted. This qualitative study explores how New Jersey practitioners transitioning to a new state-wide Medicaid payment structure perceive recovery from mental illness. Four themes emerged following a thematic analysis. Future studies that explore perspectives of individuals receiving services could provide useful information for policy makers, agencies, and community stakeholders.

Undocumented individuals are subject to stressors that may exacerbate existing mental health problems or proliferate new mental health illnesses. Due to unjust historical and current institutional and systemic policies the undocumented population accesses mental health services at a rate far below the general population. As a result, this vulnerable community is left with untreated mental health conditions and is further entrenched in a cycle of inequity. Psychiatric involuntary holds are initiated when an individual suffering from mental illness is deemed a danger to themselves or others. Each state and the District of Columbia has its own legislation outlining the process for involuntary holds and the assessments that take place during a hold. A variety of individuals, professional and non-professional, can be involved in the process. Each state also sets a time limit during which a person can be held, and specific language that details the behavior of individuals that are eligible for psychiatric involuntary holds. Because of the far-reaching legal, monetary, academic, and public relations ramifications of the sex abuse scandal at Pennsylvania State University, campus administrators are reviewing and more strictly enforcing the mandatory reporting requirements of Title IX of the 1972 Education Amendments and the Clery Act related to sexual harassment and sexual violence. Counseling is considered a newer healthcare profession and possibly unknown to others. This study uses a post-positivist phenomenological approach exploring healthcare faculty and students' perceptions of counseling professionals after participating in a semester long interprofessional health promotions and maintenance course. Results indicated most professions are unaware of counselors, their scope of practice, and their benefit to interprofessional teams. Participants showed growth in their knowledge. Results indicate the importance of interprofessional education and need for advocacy awareness.

Attempts is made in this paper to situate Nigeria's educational system within the context of her overall economic development in view of the universal acceptance of the ultimate importance of human resources in determining the level and manner of economic progress. The various ways in which education contributes to the process of economic development are explored. A statistical review and appraisal of the Nigerian Educational system show that given its current level, the system is under-developed as reflected by an overall adult literacy ratio of 49.5% and primary school enrollment level of 63.5% of the primary school-age cohort as at …
