Understanding attitudes towards privacy and surveillance technologies used to enhance security objectives is a complex, but crucial aspect for policy makers to consider. Historically, terrorism-related incidents justified the uptake of surveillance practices. More recently however, biosecurity concerns have motivated nation-states to adopt more intrusive surveillance measures. There is a growing body of literature that supports the public’s desire to maintain privacy despite fears of biological or physical threats.

Blockchain can be defined as an immutable ledger for recording transactions, maintained in a distributed network of mutually untrusting peers. Research into the international agreements that increase cooperation over cybersecurity challenges is severely lacking. This is a necessary next step for bridging diplomatic challenges over cybersecurity. This work aspires to be push the bounds of research into these agreements and offer a tool that future researchers can rely on. For this research I created, and made publicly available, the International Cybersecurity Cooperation Dataset (ICCD), which contains over 350 international cybersecurity agreements and pertinent metadata.
