Comparative Direct Democracy: A Study Of Institutions And Individuals, Donald D. Mirjanian

Do institutions matter? This dissertation examines the role of institutions in the context of comparative direct democracy. Through an institutionalist framework, this study considers how the context in which the mechanism of direct democracy is first introduced has an impact on later usage, and how individuals operate when constrained by those very institutions. In particular, I examine the cases of Italy, France, Uruguay, and Venezuela and find that the inclusion of direct democracy mechanisms (most commonly, the referendum device) is more likely to occur when previously excluded "out-groups" participate in constitutional formation. In the context of neoliberal multiculturalism, indigenous activists face a fundamental dilemma. While they organize as indigenous peoples to negotiate and demand from states new terms of citizenship, activists recognize that new forms of accommodation for such demands exist within state institutions. However, indigenous organizations also discover that certain demands exceed these new spaces of participation. I argue that territorial autonomy is one such demand because it challenges the existing power imbalances between indigenous peoples and the state.

Despite considerable interest in the relationship between Islam and political violence, there is little systematic empirical research that explores the intra-state conflict proneness of Muslim majority states. Existing studies either offer inconclusive evidence of a relationship or suffer from methodological flaws. If we analyze the proportion of countries with large Muslim populations that experience domestic armed conflicts, Muslim-majority states do in fact stand out. The political hero cult of Mao Zedong is archetypal in terms of the development of a modern cult of personality. It was centrally planned and used by the Chinese Communist Party as a political weapon. Its development is well-documented, but this paper describes an element of it that has not been discussed, which is the fact that the true object of veneration in the Mao cult was actually his ideology as a distinct entity from the man himself. Scholars and journalists have periodically referred to Germany and its military, the Bundeswehr, as normalizing. The trend, which is defined here as the increasing frequency and intensity of out-of-area military operations, is contested among international relations scholars, and this debate reaches the core of the three main theories outlining drivers of state behavior. This paper analyzes the underlying causation of normalization from these schools of thought by considering the decision-making process leading to Germany’s participation in multilateral military operations in Bosnia-Herzegovina, Kosovo, and Afghanistan.

This study examines whether the 1998 arrest, by order of a Spanish judge, of former Chilean President Augusto Pinochet in London for crimes of genocide and terrorism impacted the attitude of Chilean and Spanish courts toward prosecuting their own country’s human rights violations. It argues that after 1998 Chile’s judiciary increased prosecutions against former regime officials, while the Spanish judiciary upheld Spain’s 1977 Amnesty Law and declined to participate in the national discourse on the country’s past human rights violations. This thesis examines the determinants of presidential success with Congress. Seven essential sources of presidential power in the current era of party polarization were derived from the extant literature, and these factors were delineated into the institutional (formal) and non-institutional (informal) policymaking tools of the presidency. Variables that explain presidential legislative success include: intraparty support in Congress, the use of veto bargaining, executive orders and signing statements (institutional factors); as well as public approval, ‘going public,’ and strategic lobbying of Congress (non-institutional factors). The Multiple Streams model developed by John Kingdon (1995) and Nikolaos Zahariadis (2007) provides a valuable framework for understanding the nature of policy change. This investigation draws extensively upon the Multiple Streams framework in order to understand the development of gun-control policy initiatives under President Barack Obama. The investigation uses a case-study approach with in-depth analysis of four different mass-shooting events that took place in the United States between 2009 and 2012. This thesis provides a comprehensive analysis of midterm U.S. House elections using a multi-level research design. At the aggregate-level, multiple regression analysis is used to examine the variables that affect seat loss for the president’s party. This study assesses the relationship between the presence of international election monitors during presidential elections and levels of voters' confidence in the electoral process. The current research assessed whether a statement by a deviant political ingroup (versus outgroup) member elicited measureable differences on trivialization, cognitive dissonance, rape myth acceptance, or decision to vote for that candidate, and if explicitly “debunking” the statement made by this politician further impacted these variables. Participants were randomly assigned to read a statement made by a Republican or Democratic politician, who would either be an ingroup or outgroup member based on the party affiliation of each participant. Results indicate that while there were no significant differences between Republican or Democratic participants overall, Republicans tended to trivialize the statements made …
