Do Political Parties Matter For Turnout? Number Of Parties, Electoral Rules And Local Elections In Brazil And Bolivia, Carew Boulding, David Brown

Does the number of political parties influence voter turnout in developing democracies? Some scholars argue that large party systems facilitate matching voter preferences with a specific party, increasing turnout. Others argue multiparty systems produce too many alternatives, decreasing turnout. In developing democracies, there is debate over whether these institutions matter at all. We argue that party systems do matter for turnout in developing countries, but the relationship between turnout and the number of political parties is conditional on the electoral formula. Under proportional representation systems, large numbers of parties increase turnout. Under winner take all systems, large numbers of parties …

Con base en el enfoque del nuevo institucionalismo histórico, el autor se propone elaborar un análisis comparado de México y Brasil. La lógica detrás de esta selección de casos reside en sus condiciones sociales, políticas y económicas similares, las cuales permite el control de variables clave en el estudio. In recent years, a growing body of research has set out to examine the role that emotions play in shaping political attitudes and behaviors regarding terrorism. However, one major issue that is generally overlooked is whether the thematic relevance of emotive triggers leads to differential effects on people's reactions to international terrorism. This paper argues that although, during the governance of the Muslim Brotherhood, the promotion of the Turkish model through political and economic support was welcomed in Egypt, it is not compatible with the country and cannot be emulated, while there are also different perceptions about the matter on the elite and mass political culture levels. Moreover, based on the political culture(s) of the county, it is very likely that future governments in Egypt would want to assume a greater regional role. During the debate over the Patient Protection and Affordable Care Act ("Obamacare"), the reading and understanding of legislation became one of the most controversial issues mentioned in Congress and throughout the media. This led many to state that lawmakers should “read the bill,” and led one academic to propose a read-the-bill rule for Congress, where legislators would not vote or vote “no” if they had not read the full text of the legislation. My essay argues that in contemporary legislatures such proposals are unfeasible, and would ultimately produce lower quality legislation. In doing so, the piece uses interviews with legislative …

Despite increased attention to Latin American legislatures, we know little about legislative candidate selection—particularly in countries that underwent institutional reforms. This paper analyzes candidate selection in Bolivia’s lower legislative chamber using database of candidate & legislator biographical data. Bolivia is an interesting case because it significantly altered its electoral system (from list-PR to MMP). Using legislative candidate biographical data (winners and losers), the paper observes effects in changes in candidate recruitment across pre- and post-reform periods. the paper investigates the organization, the mandate and the performance of public accounts committees in Asia. The evidence presented here can easily be summarized in the following terms: PACs from Asia are bigger, better staffed and more likely to be chaired by an opposition MP than PACs in the rest of the world. These three characteristics are offset by the fact that in Asian PACs opposition parties are not represented nearly as well as they are in the rest of the world. In terms of mandate, PACs in Asia have on average a much wider mandate than they do elsewhere. …

The aim of this article is to analyze the political intervention regime in states through the study of Federal Interventorship mechanisms.
