Civic Responsibility And Patterns Of Voluntary Participation Around The World, Mary Alice Haddad

This article seeks to explain why different types of volunteer organizations are prevalent in different countries. It hypothesizes that patterns of volunteer participation are a function of citizen attitudes toward governmental and individual responsibility for caring for society. Those countries (e.g., Japan)—where citizens think that governments should be responsible for dealing with social problems—will tend to have higher participation in embedded volunteer organizations, such as parent-teacher associations. Those countries (e.g., the United States)—where citizens think that individuals should take responsibility for dealing with social problems—will tend to have more participation in nonembedded, organizations, such as Greenpeace. Contemporary political action for ethnic and national minorities in Europe appears to be increasingly directed towards supra- and transnational structures. This development seems indicative of the growth of a European space for minority activism – a public space that is less state-centered, that allows claims to be framed in terms of European standards and therefore facilitates the emergence of an active European citizenship. In theory, this “Europeanization” of minority politics may offer minority activists additional avenues for raising demands about cultural recognition and economic equalization. This research re-examines the U.S. intervention in Nicaragua in 1909-10. Most literature of this period argues that the United States forced the dictator Zelaya out of office in 1909; however, I contend that the argument that U.S. intervention caused the fall of Zelaya does not clearly match up to the historical record. Instead, I argue it is much more compelling to examine U.S. policy toward José Madriz to understand the impact of the intervention. It is clear that U.S. policy was the decisive factor in the fall of Madriz, while it is less convincing in the case of Zelaya.

It is no longer news that corruption is endemic in Nigeria. Neither is it news that the ‘democratic’ government of President Obasanjo is waging an unprecedented war against corruption. What is, however, controversial is the extent to which the ‘new’ war has succeeded in addressing this scourge. This article engages this crucial question and submits that while the legal and institutional anchorages of the war offer a good point of departure, they remain grossly inadequate. El Perú tiene un sistema de gobierno seudopresidencial, en el cual predomina un Congreso fragmentado e irresponsable, debido a que es elegido a través de un sistema de representación proporcional. Para tener bases políticas propicias para el desarrollo de los mercados, se requiere una reforma de tales instituciones políticas.

Privatization, recognized as one of the most important economic policy reforms from the 1970s, has attracted significant attention from scholars, and the literature on the topic is now vast. Yet there is little agreement on the reasons why governments privatized. Three dominant paradigms explaining European Union (EU) privatization put forward distinct motivations. The ‘British paradigm’ assumed that market-friendly ideology played a significant role in a path towards a global programme inspired by the UK experience. A widely accepted argument among scholars of presidential regimes in Latin America is that inter-branch cooperation is impaired when the president’s party falls short of a majority of seats in the legislature. This argument fails to take into account three factors that should have an effect on executive-legislative relations in the event that the president’s party has no independent control over the assembly: the location of the president’s party in the policy space, the capacity of the president to sustain a veto, and the legislative status of the parties included in the cabinet. Students of presidential regimes claim that while the combination of plurality rule for presidential elections and concurrent electoral cycles favors bipartism, majority rule for electing presidents favors multipartism. I argue that a reverse causality also affects the relationship between party systems and electoral systems. Using a bargaining model of institutional change, I propose that while dominant and large parties are likely to choose plurality rule and concurrent elections, small parties are likely to choose majority rule. I also argue that military rulers and mil- itary-civilian coalitions tend to follow the logic of electoral choice of small parties. These hypotheses are …

This article offers a comparative perspective on judicial involvement in policy change in Latin America during the last decade and a half. Drawing on the literature on new institutionalism and the judicialisation of politics, and on case studies from Latin America’s two largest countries, we propose a comparative framework for analysing the judicialisation of policy in the region. On the basis of this framework, we argue that institutional structure is a primary determinant of patterns of the judicialisation of policy. With increasing frequency and heightened debate, United States courts have been citing foreign and “international” law as authority for domestic decisions. This trend is inappropriate, undemocratic, and dangerous. The trend touches on fundamental concepts of sovereignty, democracy, the judicial role, and overall issues of effective governance. There are multiple problems with the judiciary’s reliance on extraterritorial and extra-constitutional foreign or international sources to guide their decisions. Perhaps the most fundamental flaw is its interference with rule of law values. Economic liberalization not only requires rules goveming economic exchange (such as multilateral trade agreements), but also institutions (such as courts) goveming how rules are enforced. However, once courts are established to govem economic exchange, they tend to expand their competence to political and social policy. Political scientists have used this theoretical framework to explain the evolution of national (for example the U.S. Supreme Court) and quasi-intemational (for example the European Court of Justice) judicial institutions.
