Do Political Parties Matter For Turnout? Number Of Parties, Electoral Rules And Local Elections In Brazil And Bolivia, Carew Boulding, David Brown

Does the number of political parties influence voter turnout in developing democracies? Some scholars argue that large party systems facilitate matching voter preferences with a specific party, increasing turnout. Others argue multiparty systems produce too many alternatives, decreasing turnout. In developing democracies, there is debate over whether these institutions matter at all. We argue that party systems do matter for turnout in developing countries, but the relationship between turnout and the number of political parties is conditional on the electoral formula. During the debate over the Patient Protection and Affordable Care Act ("Obamacare"), the reading and understanding of legislation became one of the most controversial issues mentioned in Congress and throughout the media. This led many to state that lawmakers should “read the bill,” and led one academic to propose a read-the-bill rule for Congress, where legislators would not vote or vote “no” if they had not read the full text of the legislation. My essay argues that in contemporary legislatures such proposals are unfeasible, and would ultimately produce lower quality legislation. In doing so, the piece uses interviews with legislative …

the paper investigates the organization, the mandate and the performance of public accounts committees in Asia. The evidence presented here can easily be summarized in the following terms: PACs from Asia are bigger, better staffed and more likely to be chaired by an opposition MP than PACs in the rest of the world. These three characteristics are offset by the fact that in Asian PACs opposition parties are not represented nearly as well as they are in the rest of the world. In terms of mandate, PACs in Asia have on average a much wider mandate than they do elsewhere. …

The wide-spreading protest movement in Turkey is bringing up the irresistible analogy: Taksim Square is for Turkey what Tahrir Square is for Egypt. Considering that Tahrir Square events were the extension of the protest movement that started it all from Tunisia, it follows that the turmoil in Turkey is similar to the so-called Arab Spring. But most observers and media analysts are dismissing Taksim Square movement arguing that Turkey’s uprising is not similar to the Arab Spring because Erdoğan and his party are democratically elected and that Erdoğan has governed over a period of unprecedented economic prosperity.

This article seeks to answer an important puzzle in Brazilian politics: What explains the legislative struggles and defeats by a president who holds a large congressional base? In the post-democratization period, most Brazilian presidents have amassed large congressional bases of support by forming governing coalitions comprised of various legislative parties. Conventional wisdom would indicate that large legislative bases would facilitate presidents to pursue their legislative agenda. However, successive presidents have faced legislative obstruction, gridlock, and defeats in Congress.
