Obwohl seit dem Aufstieg des Internets zum Massenmedium in den 1990er Jahren Ernüchterung über die Demokratisierungswirkung der neuen Medien eingetreten ist, werden regelmäßig weitreichende Erwartungen über der politische Transformationspotenzial des Internets formuliert. So wird häufig postuliert, dass das Internet demokratische Politik über kurz oder lang fundamental verändern werde, indem universeller Informationszugang ermöglicht, etablierte Machtstrukturen unterminiert und politische Partizipation gesteigert werde. Der Beitrag erörtert zunächst die Hintergründe für populäre Fehlschlüsse, die die Debatte um elektronische Demokratie begleiten. Το παρόν άρθρο επιζητεί την σύντομη παρουσίαση της τουρκικής στρατηγικής κουλτούρας - ή κουλτούρας ασφάλειας - μέσα από την ανάλυση των αντιδράσεων της Τουρκίας απέναντι στις εξεγέρσεις του αραβικού κόσμου. Για την επίτευξη αυτού του σκοπού ορίζεται αρχικά η έννοια «στρατηγική κουλτούρα» και στη συνέχεια εξετάζονται στοιχεία και παράγοντες που επηρέασαν και επηρεάζουν την τουρκική εξωτερική πολιτική, περιφερειακή πολιτική και στρατηγική συμπεριφορά. Το θεωρητικό και ιστορικό πλαίσιο της τουρκικής στρατηγικής κουλτούρας θα εφαρμοστεί στην περίπτωση της πολιτικής της Τουρκίας απέναντι στις αραβικές εξεγέρσεις σε μια προσπάθεια επεξήγησης των κινήσεων της Άγκυρας και των παραγόντων που επηρεάζουν τις στρατηγικές της επιλογές.

Since the U.S. is still the world’s sole superpower, its participation in international conventions is very important for both itself and the better function and implementation of the various International Legal Frameworks. “We’Re Off To Replace The Wizard”: Lessons From A Collaborative Group Project Assignment, Miguel Centellas, Gregory J. Love

This article examines the effectiveness of a collaborative group learning project for teaching a core competency in comparative politics: constitutional structures. We use a quasi-experimental design and propensity score matching to assess the value of a consti- tutional writing group project and presentation. The results provide strong evidence that these learning tools are highly valuable for teaching abstract concepts. Students who par- ticipated in the project scored significantly higher on a short series of questions in final exams given several weeks after the completion of the group project. Somewhat paradox- ically, the project increased competency but did not affect student …

A través de un método comparativo se dan a conocer los diferentes modelos de gestión electoral desarrollados a partir de los procesos de democratización de las dos últimas décadas del siglo XX en América Latina. Los criterios más relevantes para realizar el estudio son el grado de independencia y la composición de los organismos encargados de la gestión electoral. In 2009, Bolivia adopted a new constitution that grants significant political autonomy to the country’s nine departments. The creation of nine autonomous departmental governments with elected executives (governors) and legislatures (departmental assemblies) represents a radical departure from the traditional unitary state model. This raises a number of empirical and theoretical questions about the relationship between national- and department-level institutions in the context of a devolving and democratizing state—particularly one with a hegemonic government party facing regionally concentrated opposition. This article examines the institutional features of the Uruguayan Parliament and its particular relationship with a powerful Executive and an institutionalized party system. The thesis argues that the current Parliament’s prerogatives arise in the preferences of political parties, which at different junctures reformers chose to design a government system with a powerful Executive branch. This implied the definition of a reactive legislature and a functional habitat for the development of a stable political party cast. Standard methodological advice in political science alerts against the distortion of measurement decisions by judgmental elements. Judgment is subjective, common wisdom asserts, it produces opaque, biased, and unreliable data. This article, by contrast, argues that judgment is a critical intersubjective ingredient of political measurement that needs to be acknowledged and rationalized, rather than exorcised.

European Integration And National Courts: Defending Sovereignty Under Institutional Constraints?, Arthur Dyevre

The present paper examines the response of national high courts to the ECJ’s integrationist agenda and tries to uncover the logic behind their qualified acceptance of EU law supremacy and direct effect. Drawing on the legal and political science literature, I discuss and develop several possible explanations for the observed inter-court variation: the courts’ type and organisation; their power to review legislative acts under domestic law; the rules governing access to the judicial forum; the monistic tradition of the legal system and the level of public support for European integration. I then assess the empirical validity of these hypotheses using …
