Today the electromagnetic spectrum is crowded with signal traffic used for just about every conceivable communications purpose, ranging from standard navigational time signals at the Very Low Frequency band to satellite communications at the Superhigh Frequency band. Between these two frequency extremes there are five other frequency bands — Low Frequency, Medium Frequency, High Frequency, Very High Frequency, and Ultra High Frequency — each of which can accommodate only a limited number of uses, and each of which is better suited for some uses than for others. The assessment examined the components of the Total Flood Warning System (TFWS) based on the Australian Government’s Manual 21 – Flood Warning. The TFWS components examined were: 1. Understanding of flood risks and hazards 2. Emergency management planning 3. Community flood education 4. Data collection 5. Flood prediction and interpretation 6. Message construction 7. Message communication 8. Response 9. Review of the TFWS 10. This study operationalized the Four Worlds model for mass media values in a new context — that of a foreign-language newspaper serving a recent-immigrant community within a First World society, namely a Hispanic community in central Arkansas, in the United States. The study established baseline representations of previously described “First World” and “Fourth World” values in a mainstream central Arkansas newspaper, and in Cherokee and Koori newspapers. Students become much more engaged in movies than in most other visual aids because they find them entertaining and see greater applications in their own lives. However, the instructor’s goal in showing films is more than to entertain or fill time; it is to assist in learning. By increasing student involvement, higher levels of learning can be achieved. This paper applies a taxonomy of engagement suggested by Rößling and Naps (2002) to the teaching of communication. By engaging students, beyond viewing, in responding, changing, constructing and presenting, greater learning outcomes can be achieved.
