The Boston Library Consortium (BLC) was founded upon a shared commitment to promote cooperation in making resources more readily available. Consortial controlled digital lending (CDL) powerfully expands and reimagines resource sharing across the consortium.

In September 2020, the BLC Board of Directors convened a CDL Working Group charged with investigating delivery mechanisms, technology, workflows, policies, copyright and legal issues, shared storage solutions, and other actions related to a potential consortial implementation of CDL among interested BLC member libraries.

With rising costs and limited resources, it has become increasingly important for academic libraries to make acquisition decisions prudently to build a collection that meets its users' learning, teaching, and research needs. As such, Singapore Management University's (“SMU”) Libraries use a patron-driven acquisitions process, whereby acquisition decisions are guided by users' needs and requests. This article seeks to investigate if the current patron-driven acquisitions approach adequately meets the research needs of SMU's users through a mixed methods approach. Since its inception, Copyright has had two purposes: the private interest of the author in being paid for her work and the public interest served by the dissemination of these works. Within the last two decades, though, some industries have systematically undermined both of those interests, redirecting the benefits of copyright towards themselves instead of the intended beneficiaries. This paper looks at the book, music, and entertainment industries, examines how copyright has been used to suppress the uses it was intended to foster, and explores ongoing and proposed avenues for course correction.

As part of the strategic planning process begun in 2020, the Grand Valley State University Libraries Strategic Planning Team developed a collection of planning-to-plan documentation to support the development of a new strategic planning framework. This documentation includes descriptions of the project and scope, the strategic planning team and their roles, and the timeline for the planning process. It also outlines the design principles that will guide the planning process and the ways that the team will incorporate methodologies like SOAR, North Star, and Design Thinking.

Earlier chapters of this book provide a history of copyright and libraries in the United States, a review of outdated language in the existing copyright code, and a discussion of actions by both copyright owners and the public to rebalance copyright outside of legislation. This chapter simply imagines what copyright could be if we disregard the known political and legal obstacles. It starts with no constraints, which one might argue is both impractical and foolish. Why spend time discussing what could be when treaties, self-interest, and powerful industry lobbies stand in the way?

Eighteen Blind Library Users’ Experiences With Library Websites And Search Tools In U.S. Academic Libraries: A Qualitative Study, Adina Mulliken

Publications and Research

Telephone interviews were conducted with 18 blind academic library users around the U.S. about their experiences using their library and its website. The study uses the perspective that blind users’ insights are fundamental. A common theme was that navigating a webpage is time consuming on the first visit. Issues identified include the need for “databases” to be defined on the homepage, accessibly coded search boxes, logical heading structure, and several problems to be resolved on result pages. Variations in needs depending on users’ screen reader expertise were also raised. Suggestions for libraries to address these issues are offered.

Technical standards are documents that establish a uniform practice or process for materials, procedures, and products. Each of us uses standards daily - from USB ports to elevators to lights, automobiles, bridges, standardized train tracks, and much more. This paper analyzes a shifting landscape of intellectual freedom (IF) in and outside Florida for children, adolescents, teens and adults. National ideals stand in tension with local and state developments, as new threats are visible in historical, legal, and technological context. Examples include doctrinal shifts, legislative bills, electronic surveillance and recent attempts to censor books, classroom texts, and reading lists.

The University of Kentucky (UK) is participating as a Center of Excellence (COE) for the Works Progress Administration (WPA), the Smithsonian Institution, and the Appalachian Regional Commission (ARC) in the Association of Southeastern Research Libraries‘ (ASERL) Collaborative Federal Depository Program (CFDP). This collaborative effort is designed to distribute collection development for all Federal agencies across the entire Southeast.

The presenter will describe how UK has focused its depository collection development efforts on non-COE agencies, and reduced its retrospective collection development for other institutions’ COE agencies.
