CCPO Publications

Rising water temperatures along the northeastern U.S. continental shelf have resulted in an offshore range shift of the Atlantic surfclam Spisula solidissima to waters still occupied by ocean quahogs Arctica islandica. Fishers presently are prohibited from landing both Atlantic surfclams and ocean quahogs in the same catch, thus limiting fishing to locations where the target species can be sorted on deck. Wind energy development on and around the fishing grounds will further restrict the fishery. A spatially explicit model of the Atlantic surfclam fishery (Spatially Explicit Fishery Economics Simulator) has the ability to simulate the consequences of fishery displacement …

The Impact Of Climate Change On Environmental Sustainability And Human Mortality, Xingzhi Mara Chen, Andrew Sharma, Hua Liu Jan 2023

The Impact Of Climate Change On Environmental Sustainability And Human Mortality, Xingzhi Mara Chen, Andrew Sharma, Hua Liu

Political Science & Geography Faculty Publications

Climate dictates the critical aspects of human environmental conditions. The frequency and intensity of extreme weather conditions due to human-induced climate change have alarmingly increased. Consequently, climate change directly affects environmental sustainability and human mortality in the short term and creates prolonged and complicated long-term indirect grave risks. This paper examines three-level environmental impact risks associated with climate change on human mortality. It proposes a conceptual framework for developing an empirical event-based human mortality database related to climate change and communication strategies to enhance global environmental adaptation, resilience, and sustainability.

[Scholarcy Abstract] The rates of sea level rise in coastal Virginia and the Chesapeake Bay significantly exceed the global rate and weakening of the Atlantic Meridional Overturning Circulation adds to the annual rates.

The original vision was to enhance future resilience of Low-Elevation Coastal Zone communities by advancing understandings and approaches to better anticipate and mitigate hazards to human health, safety and welfare and reduce deleterious impacts to coastal residents and industries. The goal of the thematic Research Topic has been to assemble interdisciplinary papers that contribute to better understanding of the couplings among physical, ecological, socioeconomic, management and policy …

Low-lying coastal cities across the world are vulnerable to the combined impact of rainfall and storm tide. However, existing approaches lack the ability to model the combined effect of these flood mechanisms, especially under climate change and sea level rise (SLR). Thus, to increase flood resilience of coastal cities, modeling techniques to improve the understanding and prediction of the combined effect of these flood hazards are critical. To address this need, this study presents a modeling system for assessing the combined flood impact on coastal cities under selected future climate scenarios that leverages ocean modeling with land surface modeling capable …

The UN COP26 2021 conference on climate change offers the chance for world leaders to take action and make urgent and meaningful commitments to reducing emissions and limit global temperatures to 1.5 °C above pre-industrial levels by 2050. Whilst the political aspects and subsequent ramifications of these fundamental and critical decisions cannot be underestimated, there exists a technical perspective where digital and IS technology has a role to play in the monitoring of potential solutions, but also an integral element of climate change solutions. We explore these aspects in this editorial article, offering a comprehensive opinion based insight to a …

Climate Change Games As Boundary Objects: Fostering Dialogic Communication Within Stakeholder Engagement, Megan L. Mckittrick Dec 2020

Climate Change Games As Boundary Objects: Fostering Dialogic Communication Within Stakeholder Engagement, Megan L. Mckittrick

English Theses & Dissertations

Rising waters and the increasing devastation of flood events make coastal resilience a significant issue in the Hampton Roads region of Virginia, particularly in the city of Norfolk. Enhancing resilience requires ongoing stakeholder engagement designed to invite dialogue while encouraging cross-jurisdictional collaboration and comprehensive problem-solving. Climate change games have been employed to support these endeavors. This dissertation provides a response to the following research questions: 1) What is the origin of the climate change game genre? 2) Why are key stakeholders in coastal resilience using climate change games? And 3) how do these games operate for these key stakeholders? To …

[from Background and Overview]

Communities in coastal Virginia, particularly in the urban region of Hampton Roads and the rural Eastern Shore peninsula, are experiencing the impacts of climate change as part of everyday life. Among the most apparent impacts are sea level rise and associated flooding, but increasingly residents of the region are observing changing ecosystems, health impacts and complex social challenges are made more difficult. The region is experiencing the fastest rate of relative sea level rise on the U.S. east coast due to interactions between ocean currents, global sea level rise, high-water tables and ground subsidence (Adapt Virginia …

[First three paragraphs from the Summary]

This project is a part of a broader initiative - the Resilience Adaptation Feasibility Tool (RAFT) - that addresses the daunting challenges coastal communities are facing related to sea level rise and climate change (more information about RAFT is available here: https://ien.virginia.edu/raft).

This aim of this project was to investigate how residents and business owners in low-to-moderate income communities in Portsmouth, Virginia cope with flooding, and to assess implications for how the local government can better engage with residents to better meet their information needs so they can be more resilient to flooding. The …

[First Paragraph] Coastal cities have been subjected to extreme weather events since the onset of urbanization. Climatic change, in particular sea level rise, coupled with rapid urban development are amplifying the challenge of managing risks to coastal cities. Moreover, urban expansion and changes and intensification in land use further pressure sensitive coastal environments through pollution and habitat loss.

The Sea Is Rising… But Not Onto The Policy Agenda: A Multiple Streams Approach To Understanding Sea Level Rise Policies, Juita-Elena (Wie) Yusuf, Katharine Neill, Burton St. John Iii, Ivan K. Ash, Kaitrin Mahar

There has been little policy effort to address sea level rise in coastal states in the US. It is important to examine, at the state level, how the multitude of different (and changing) actors with different preferences and perspectives contribute to such inertia. This study examines state-level legislative inaction with regards to sea level rise. Using Kingdon's multiple streams framework, we draw a picture of the policy landscape in Virginia as one where the problem of sea level rise is perceived as a low priority, with little consensus on achievable policy solutions, and is politically controversial. We find that policy …

Climate Change Mitigation, Technological Innovation And Adaptation: A New Perspective On Climate Policy, Michael J. Allen Jan 2016

Climate Change Mitigation, Technological Innovation And Adaptation: A New Perspective On Climate Policy, Michael J. Allen

Political Science & Geography Faculty Publications

The book Climate Change Mitigation, Technological Innovation and Adaptation outlines the complexities associated with addressing climate change including economic structure, technological innovation, and geopolitical willpower. By focusing on global economics, the text considers barriers to climate policy and future energy transformation away from carbon to more renewable sources. Additionally, the authors highlight the role of innovation in mitigation and adaptation.

The Role Of Politics And Proximity In Sea Level Rise Policy Salience: A Study Of Virginia Legislators’ Perceptions, Juita-Elena (Wie) Yusuf, Burton St. John Iii, Ivan K. Ash

School of Public Service Faculty Publications

The acceleration of sea level rise (SLR) has become a threat to the stability of nation-states worldwide and associated with risks to environmental sustainability, economic infrastructure, and public health. However, from both an international and U.S. perspective, there is a lack of research examining legislative decision makers’ perceptions about policies regarding SLR. This study addresses that gap by examining how politics and proximity affects Virginia state legislators’ perceptions of the saliency of SLR. A survey of these legislators reveals their perceptions of credible sources of information, SLR-related risk, and who should take the lead to address SLR. While this study …
