Since 1989, Pikine Dagoudane, in the suburbs of Dakar City has faced several flooding events, resulting in economic loss, environmental degradation and severe disturbance of the social life of the residents. The mitigation programs implemented have not appeared to provide any relief since 2000. Review of the existing literature on the crisis has revealed that the general scale of the studies, and the insufficient attention to some of the major factors could be accounted for such little efficiency. The paper examines the industrial landscape evolution of Bistrita subcarpathian Valley, focusing on the causes, and especially on the consequences of those rapid changes over the territory. The paper aims to mapping the potential vulnerable areas to illegal dumping of household waste from rural areas in the extra- Carpathian region of Neamț County. These areas are ordinary in the proximity of built-up areas and buffers areas of 1km were delimited for every locality. Based on various map layers in vector formats ( land use, rivers, buil-up areas, roads etc) an assessment method is performed to highlight the potential areas vulnerable to illegal dumping inside these buffer areas at local scale.
