As reported in the literature, the mobility and reliability of the highway systems in the United States have been significantly undermined by traffic delays on freeway corridors due to non-recurrent traffic congestion. Many of those delays are caused by the reduced capacity and overwhelming demand on critical metropolitan corridors coupled with long incident durations. In most scenarios, if proper detour strategies could be implemented in time, motorists could circumvent the congested segments by detouring through parallel arterials, which will significantly improve the mobility of all vehicles in the corridor system. The research consisted of two phases: 1) a synthesis of practice and 2) and analysis of cyclist performance characteristics. The synthesis of current practice reviewed the literature, current engineering design and operational guidance documents, and surveyed the jurisdictions about their current deployments of bicyclespecific signals. This report summarizes research of cyclist behavior at signalized intersections in Portland, Eugene, Corvallis, Beaverton and Clackamas County, OR. These signals had both bicycle-specific indications and vehicle-only signals. A total of 4,673cyclists were observed. Most of the existing vehicle detection systems, namely inductive loops, video cameras etc. are incapable of measuring the queue lengths at signalized intersections. However, with the advent of modern technology, newer detection methods such as probe vehicles equipped with wireless communications (Connected Vehicles), particularly under the Vehicle Infrastructure Integration [52), and radar detection currently provide this capability [53). To achieve the objective, a queue-based secondary incident identification method was developed and applied based on detailed incident, traffic and geometric data sets from Hampton Roads, Virginia. In a time of economic recession and drought, the Texas Water Development Board is reviewing alternatives to the current Texas Commission on Environmental Quality requirement of demonstration-scale pilot testing membrane desalination to decrease permitting costs and project construction delays. One alternative is to use engineering judgment with membrane manufacturer's software models to predict membrane performance and ensure that product water quality requirements will be met. Very high traffic volumes may lead to extensive congestion during hurricane evacuations. Evacuation planners reduce this congestion by careful planning for multiple hurricane scenarios and assignment of evacuation routes and timing. This planning may be for naught if obstructions block key roadways. The application of a gravity model in freight modeling work on both short-haul and long-haul trips is discussed. A commodity-based gravity model was developed to assess the distribution of freight by long-haul trucks in southeastern Virginia. Although gravity models have been used extensively in transportation studies, little work has been done to address the special characteristics of freight transportation, such as the definition of friction factors and the differences between long-haul and short-haul trips.
