A New Lens: Using The Policy, Systems, And Environmental Framework To Guide Community Development, Caroline Backman, Clea Rome, Laura Ryser, Rebecca Sero, Debra Hansen
The Journal of Extension
Extension is uniquely positioned to deliver data-driven solutions to complex community issues with University applied research, particularly through crises like COVID-19. Applying the Policy, Systems and Environmental (PSE) framework to community development is an effective, innovative approach in guiding Extension leaders to create, document, and share long-term transformative change on challenging issues with stakeholders. Beyond the public health sector, applying a PSE approach to community development provides leverage points for population-level benefits across sectors. This article describes current public health approaches, methodologies, and how the PSE framework translates to other programs with four examples of high-impact, systems level Extension projects.

Decriminalization Of Prostitution Policy: Amnesty International Punishes A Dissenting Member, Marcia R. Lieberman

In 2016, Marcia Lieberman, a local group coordinator for Amnesty International, USA, was expelled by the board of directors for speaking out publicly against the new Policy on the Decriminalization of Sex Work. Amnesty used a little-known rule that prohibits a member from publicly opposing a position that Amnesty has taken. Lieberman writes about her experience and her view that Amnesty violated its fundamental principle of protecting free speech to silence her dissent.

A Refuge For Refugees: The Historical Context And Socioeconomic Impact Of Palestinian Refugees In Jordan, Amelia Marie Dal Pra
Global Tides
Today more than 41 percent of the Jordanian population is comprised of Palestinian refugees. Some argue that Jordan has become the new Palestinian state in place of their former land pre-1948. This paper presents the complications of this claim by focusing on the Jordanian government’s constitutional provisions on refugee citizenship, Palestinian support programs and the role the Palestinian identity has played in the integration, or lack thereof, of Palestinian refugees into the social, political, and economic spheres of Jordanian society.

Advancing Science And Improving Quality Of Place: Linking Knowledge With Action In Maine’S Sustainability Solutions Initiative, Damon Hall, Linda Silka, Laura Lindenfeld

The authors give an overview of how research carried out through Maine’s Sustainabilty Solutions Initiative (SSI) improves traditional models of science by providing a fuller picture of the interaction between social and ecological systems. They provide examples of university-community research partnerships, where there is a continuous communication and feedback process that identifies problems and develops projects with a solutions-oriented focus. SSI projects, they argue, “focus on issues that may make lasting improvements to Maine’s quality of place.”

Social Work And Civic Engagement: The Political Participation Of Professional Social Workers, Sunny Harris Rome, Susan Hoechstetter
The Journal of Sociology & Social Welfare
This article examines the involvement of practicing social workers in one type of civic engagement: the use of political processes to promote the public good. Based on a survey of 1,274 randomly selected members of NASW, this is the largest study to date examining the involvement of social workers in political action and policy advocacy. Findings suggest that approximately half of social workers demonstrate high levels of participation in the policy process. The authors analyze the frequency with which respondents engage in specific political and policy-related activities, and compare these results to those of other studies. This paper reviews the challenges faced by the Haifa Council of Volunteer Organizations (CVO) as the umbrella organization of third-sector organizations working in Haifa, Israel. It will review challenges that affect our everyday decisions and shape the council’s activities. Most likely, some of these challenges affect other umbrella organizations as well, while some are unique to the CVO and are the result of local, historical, structural, and organizational factors.

This introduction will tackle two issues. The first is theoretical: a framework will be proposed with which to approach the activity of nonprofit organizations within civil society in modern democracies. Whereas the traditional approach posits three sectors in a triangular setting (the top corner occupied by the government, the bottom-right corner occupied by the market, and the bottom left corner by the “third sector”), a better conceptualization defines civil society as a social space between the state (located above) and the individual or the private sphere (located below). In both Israel and the United States over the past twenty years, there has been an explosion in the number of nonprofit organizations that live in a space somewhere between government agencies and for-profit companies. This LEN project has emerged as both experiential and active. The in-person learning exchange seminars, which since the project’s inception have been taking place once a year in Haifa, Israel, and once a year in Boston, Massachusetts, were planned and facilitated jointly by the NGO partners as well as by outside trainers. Dedicated staff time and collaborative, generous attitudes on the part of planners in both cities have been essential for power sharing, efficiency, and thoroughness in the planning processes. Saving Capitalism From Itself: Whither The Welfare State?, Mimi Abramovitz

The U.S. welfare state has been under attack from both sides of the aisle since the mid-1970s. Using the lens of history, the following pages will argue that neither the rise of the welfare state in the 1930s nor the current attack were merely accidental. Instead, each was a response to a particular crisis of profitability because the institutional arrangements that had created the conditions for profit-making in the prior fifty years had deteriorated. The policies no longer worked for the powers-that-be and had to be “reformed.”

In cities across America, outdoor mural paintings have brought public art to the urban landscape. Paint and politics have been splashed upon city walls for decades, replacing bleak, often graffitied, exteriors with vibrant color. But this transformation runs deeper than the artistry of the murals; the real works of art are the changes these collaborative projects inspire within communities. Mural projects mobilize communities to articulate dreams, express frustrations, and most importantly, consider strategies for change. Thus, they are a worthy consideration for public policymakers.
