This article explores the political influence of government-sponsored enterprises (GSEs). Using Congress's overhaul of the regulatory infrastructure for Fannie Mae and Freddie Mac as a case study, the article presents two principal findings: (1) The characteristics that distinguish government-sponsored enterprises from traditional government agencies and private companies endow Fannie Mae and Freddie Mac with unique political resources; and (2) the alignment of interest groups around Fannie Mae and Freddie Mac is subject to strategic manipulation by the GSEs. A triangular model of this alignment is proposed and employed to analyze the legislative outcome. The case has implications for students of …

Any belief that a shift from uniform to as-bid pricing would provide power purchasers substantial relief from soaring prices is simply mistaken. The immediate consequence of its introduction would be a radical change in bidding behavior that would introduce new inefficiencies, weaken competition in new generation, and impede expansion of capacity.

A central question in economics is understanding the difficulties that parties have in reaching mutually beneficial agreements. Informational differences provide an appealing explanation for bargaining inefficiencies. This chapter provides an overview of the theoretical and empirical literature on bargaining with incomplete information. The chapter begins with an analysis of bargaining within a mechanism design framework. A modern development is provided of the classic result that, given two parties with independent private valuations, ex post efficiency is attainable if and only if it is common knowledge that gains from trade exist. In an optimal auction, a revenue-optimizing seller often awards goods inefficiently, either by placing them in the wrong hands or by withholding goods from the market. This conclusion rests on two assumptions: (1) the seller can prevent resale among bidders after the auction; and (2) the seller can commit to not sell the withheld goods after the auction. We examine how the optimal auction problem changes when these assumptions are relaxed. In sharp contrast to the no resale assumption, we assume perfect resale: all gains from trade are exhausted in resale. In a multiple object model with independent signals, we …

In A Theory of Justice, John Rawls includes the (monogamous) family along with the market and the government as among the "basic institutions of society" to which principles of justice apply. The US manufacturing extension partnership (MEP) is examined as an example of the new partnership paradigm in US technology policy. The MEP provides technology assistance services, particularly for small and medium-sized enterprises. Influenced by aims to reinvent government and reorient technology policy, the MEP seeks to be comprehensive, collaborative, and demand-driven. However, the MEP’s partnered management style is constrained by political and industrial systems that continue to operate on traditional lines. After probing these tensions, the paper offers insights for the MEP’s future development and for other technology and innovation policies that seek to emulate the MEP’s partnership approach.

In this paper, I examine how variation arises in the staffing of recycling programs at colleges and universities. Through initial fieldwork, I identified two basic recycling program forms. Some schools adopted recycling programs that entailed the creation of new, full-time recycling manager positions that were filled by ecological activists. Other schools adopted more minimalist programs that were staffed by current employees who were more ecologically ambivalent and assumed recycling management responsibilities as a part-time, additional duty. Much research on agglomeration economies, and particularly recent work that builds on Marshall's concept of the industrial district, postulates that benefits derived from proximity between businesses are strongest for small enterprises. This paper investigates this hypothesis, examining the degree to which local business externalities differ in magnitude and type among large and small enterprises in two U.S. manufacturing sectors. The determinants and effects of cultural differences in the values described by individualism-collectivism were examined in a series of four experiments. Confirmatory factor analyses of a traditional measure of this construct yielded five independent factors rather than a bipolar structure. Moreover, differences between Hong Kong Chinese and European Americans in the values defined by these factors did not consistently coincide with traditional assumptions about the collectivistic vs. individualistic orientations. This chapter in Clark and lipset's book on class in American politics resulted from a multi-day workshop at the Woodrow Wilson Center for International Scholars in the summer of 1999. The piece reverses the normal causality of class politics. It does not analyze citizens in elections, but government officials creating policies. It asks why policies differ across localities (specifically public transit decisions in 42 U.S. metropolitan areas). It probes how some government officials work with an "upper-middle-class" citizenry in mind, while others do so less. The 1997±1999 East Asian crisis is an interesting case for studying the determinants of distress and closure of ®nancial institutions. Of a sample of 283 ®nancial institutions from Indonesia, Korea, Malaysia, the Philippines, and Thailand, 120 experienced distress, and by July 1999, 38 were closed. We ®nd that traditional, CAMEL-type ®nancial data for 1996 help predict distress and closure. ``Connections''Ðwith industrial groups or in¯uential familiesÐincreased the likelihood of distress, however, suggesting that supervisors had granted selective prior forbearance from prudential regulations. Since closure was more, not less, likely with connections, the closure processes themselves appear transparent. We also ®nd evidence …

During the early Republican period (1920s and 1930s), large populations of Turkish nationals and Muslims were living outside the borders of the new country. This paper provides a report of work in progress to implement integrated access to multiple digital collections that are described using a variety of metadata formats. Using the emerging resource discovery and digital library management system, ENCompass, a team at Cornell University Library is experimenting with the principle of modularity–as described by Lagoze–in which a metadata format tailored for simplicity (Dublin Core) is used alongside other, more complex metadata formats.

The concept of character development in higher education enjoys considerable professional support. Moreover, commercial marketers are aggressively promoting brand image and brand character to differentiate their products and services. However, there is a paucity of research on the marketing of a university's brand character. This exploratory research examines parental assessment of college character , its conceptual components and hierarchical factor structure. A discussion highlights practical implications for the marketing of a college's brand character.

The paper examines the link between technological change and demand and their impact on employment in manufacturing industry. The specific nature of innovation, mainly oriented towards product or process innovations, is considered, in the light of the competitive strategies of firms and industries. An interpretative model is proposed and an empirical analysis is carried out, using the data of the European Innovation Surveys for five countries. The results of cross-industry regressions show that demand, structural change and orientation toward product innovations have a positive impact on employment change in the 1990s, while the intensity of innovative expenditure (including R&D, design, …
