As the main channel to support basic research, the National Natural Science Foundation of China (refered as science funds hereafter) plays a leading role in the national innovation system. During the 14th Five-Year Plan period, it is urgent to deepen the understanding of the strategic positioning of science funds in the national innovation system to optimize the national innovation system and accelerate the construction of China's strength in science and technology.
