The overall research problem of interest in this study was the need for human resource (HR) leaders and hiring managers (HMs) to conform to a wide array of complex state and federal legal requirements concerning hiring practices. Ineffective cross-border merger and acquisition (M&A) strategies can negatively impact value creation. Global information and communications technology (ICT) company leaders who do not effectively manage M&As risk eventual divestiture of their acquired targets. Guided by Haspeslagh and Jemison’s acquisition integration approach model and Hofstede’s 5 dimensions of national cultural theory, the purpose of this qualitative multiple case study was to explore strategies that leaders of global ICT companies use to integrate diverse workers following cross-border M&As. The United States Bureau of Labor Statistics has reported workforce disparities in the representation of minority ethnic groups in leadership positions for more than 5 decades. In 2011, Executive Order 13583 initiated the Government-wide Diversity and Inclusion Strategic Plan, directing federal agencies to recruit a diverse workforce, cultivate inclusion across occupations, and develop strategies to enable leading a diverse workforce. This plan is important considering other research studies show various approaches to understanding leadership behaviors; however, empirical studies have yet to explore if there is a relationship between ethnic identity and leadership style to inform diversity and inclusion efforts. Several researchers have identified social capital as a means to improve the social sustainability of communities. While there have been many studies investigating the benefits of social capital in homogeneous White communities, few have examined it in Black homogeneous communities. Also, there has been limited research on the influence of racism on social capital in African American communities. People around the globe have embraced democracy to bring about positive social change to address our environmental, economic, and militaristic challenges. Yet, there is no agreement on a definition of democracy that can guide social change efforts. The Polarities of Democracy model is a unifying theory of democracy to guide healthy, sustainable, and just social change efforts. The Polarities of Democracy model consists of ten elements, organized as five polarity pairs: freedom & authority, justice & due process, diversity & equality, human-rights & communal-obligations, and participation & representation.
