[Abstract written March 2008, TLC] Under worst-case planning assumptions used by some major metropolitan areas, a Neighbor-to-Neighbor self-help program model is the primary link between citizens and the professional response personnel of the responsible government agencies.

In the Neighbor-to-Neighbor self-help program model or a Community Emergency Management Plan (CEMP) calls on the citizens in neighborhoods to identify and establish cluster emergency preparedness committees, Cluster Emergency Coordination Centers (CECC) and Community Emergency Response Teams (CERT). Missing from these plans or what is not articulated is how constant Public Health Post-Event Surveillance, Monitoring and Assessments will be done. Given the worst-case planning …

This research argues that despite all of the obstacles that African Americans have confronted in the history of the United States, they have made substantial progress in higher education attainment from the 1970s to the beginning of the 21st century. It reveals that the rise in attainment of college and university degrees has resulted in a substantial increase in living standards and that African Americans are making important economic, social and political contributions to the United States. I present several reasons why black males are not performing as well as black females in higher education attainment. Analyses are also presented …

Between 1858 and 1880, William Pengelly developed revolutionary new techniques for the archeological and paleontological excavation of cave deposits. His work at Brixham Cave and Kent’s Cavern, England, yielded tens of thousands of specimens from the mid-Pleistocene to the Holocene, settled the intellectual debate over the co-existence of humans and extinct mammals, and accumulated an unparalleled resource for continued study. Although the Brixham Cave work was thoroughly summarized in print, Pengelly never published the plans of his much more thorough and extensive excavations at Kent’s Cavern. Connecticut is in the midst of a demographic transition to a period of lower population growth. These demographic changes will help check the pressures exerted on the state's natural resources by population growth. Water, air, soil, energy sources, food, fisheries, forests, and biodiversity are common pool resources upon which we depend in ways that transcend political boundaries. Those governing Connecticut should help turn the state into a model of how to manage natural resources by halting forest fragmentation, reducing pollution, and promoting environmental science education.

Society uses law to encourage people to behave differently than they would behave in the absence of law. This fundamental purpose makes law highly dependent on sound understandings of the multiple causes of human behavior. The better those understandings, the better law can achieve social goals with legal tools. In this Article, Professors Jones and Goldsmith argue that many long held understandings about where behavior comes from are rapidly obsolescing as a consequence of developments in the various fields constituting behavioral biology. The paper describes the use of multiple objective decision analysis to qualitatively and quantitatively assess the quality of an endangered watershed and guide future efforts to improve the quality of the watershed. The Upham Brook watershed is an urban watershed that lies at the interface of declining inner city Richmond, Virginia and growth-oriented Henrico County. A section of stream within the watershed has been identified as so dangerously polluted that it threatens the health of the residents who live within the watershed boundaries. As part of an inter-institutional project to globalize karst information (KIP, the Karst Information Portal), the USF Library undertook a structured battery of literature searches to map the domain of karst literature. The study used 4,300 individual searches and four literature databases: GeoRef, BIOSIS, Anthropology Plus, and GPO Access. The searches were based on a list of 632 terms including 321 karst-related keywords culled from three leading encyclopedias and glossaries of cave and karst science. An …
