Of Minds, Morals, And Methods: Combining Moral Meteorology And Disaster Relief In Historiography Of China’S Disaster Management, Wee Kiat Lim

In this working paper, I argue that disaster management in high Qing period can be better understood by simultaneously considering the historiographies of how governing elites understood disasters at the metaphysical level and the administration of disaster relief. During High Qing late imperial China, the regime encountered rapid changes in population, economy, and environment. Following how environmental historian Mark Elvin describes the prevalent ideology that guided Chinese governing elites on implicating human conduct with the manifestation of disasters as “moral meteorology”, I link it to the granary system so as to underscore how these two related but separate streams of …

This study draws its contents from the findings and insights that colleagues from the Institute for Societal Leadership have put together in the form of eleven Southeast Asian Country Insights Labs reports. This paper documents the learning journey and outcomes of designing an electronic roll-and-move board game, The Grade Inflation Game (GIGAME). It was developed by the Centre for Teaching Excellence (CTE) for classes conducted in the School of Law at the Singapore Management University (SMU). It investigates the effectiveness of using an electronic board game in teaching and learning. Based on the survey on 64 student-players of the game, the study revealed that the game enabled students to consolidate objective skills and knowledge while having 'serious' fun.

In general, the Internet is perceived as a liberal space in terms of major user demographics and political orientation, and Korea’s cyberspace leans toward liberals and left-wing groups (Peak, 2013). A State-Stewardship View On Executive Compensation, Hao Liang, Luc Renneboog, Sunny Li Sun

We take a state-stewardship view on corporate governance and executive compensation in economies with strong political involvement, where state-appointed managers act as responsible ‘stewards’ rather than ‘agents’ of the state. We test this view on China and find that Chinese managers are remunerated not for maximizing equity value but for increasing the value of state-owned assets. Managerial compensation depends on political connections and prestige, and on the firms’ contribution to political goals. These effects were attenuated since the market-oriented governance reform. In a social welfare perspective, such compensation stimulates not the maximization of shareholder value but the preservation of the …

Unlike the position in criminal law, there does not currently exist a general doctrine of accessory liability in civil law. Thus, a person may be liable as an accessory in equity for dishonestly assisting with a breach of trust, but there is no tort for dishonest assistance. Rather, one who participates in another's tort will only be liable if he is a joint tortfeasor acting pursuant to a common design with the primary tortfeasor. Economic Status And Old-Age Health In Poverty-Stricken Myanmar, Bussarawan Teerawichitchainan, John Knodel

Objective: We examine the association between poverty, economic inequality, and health among elderly in Myanmar. Method: We analyze 2012 data from Myanmar’s first representative survey of older adults to investigate how health indicators vary across wealth quintiles as measured by household possessions and housing quality. Results: Poverty and poor health are pervasive. Self-assessed health, sensory impairment, and functional limitation consistently improve with higher wealth levels regardless of socio-demographic controls. Differentials in self-rated health and sensory impairment between the bottom and second quintiles are clearly evident, suggesting that relative economic inequality matters even among very poor elders and that a small …

Scholars from different traditions expect different sorts of positive or negative affects to occur. Rural China presents an ideal environment to study this question empirically. Population ageing and the well-being of older persons are major emerging challenges for families, communities and government in Thailand as in much of Asia. The Thai government has been giving very serious attention to ageing issues. This was clearly indicated by the adoption of the Second National Plan for Older Persons covering 2002-2021, the prominence of ageing issues in the 2012-16 National Economic and Social Development Plan, and a 2015 establishment of the Department of Older Persons with expanded authority to carry out programs to support elderly Thais. Competition And Gains From Trade: A Quantitative Analysis Of China Between 1995 And 2004, Wen-Tai Hsu, Yi Lu, Guiying Laura Wu

This paper provides a quantitative analysis of gains from trade for China over the period of 1995-2004, which was when China's openness drastically improved. We decompose gains from trade in two ways. First, we disentangle pro-competitive effects from a traditional Ricardian effect. Second, we separate the effect due to tariff reductions from that due to reductions in non-tariff trade costs. Our quantitative analysis shows that the pro-competitive effects account for 25.4% of the total welfare gains from trade, whereas the allocative efficiency alone accounts for 22.3%. New Methodology For Constructing Real Estate Price Indices Applied To The Singapore Residential Market, Liang Jiang, Peter C. B. Phillips, Jun Yu

This paper develops a new methodology for constructing a real estate price index that utilizes all transaction price information, encompassing both single-sales and repeat-sales. The method is less susceptible to specification error than standard hedonic methods and is not subject to the sample selection bias involved in indexes that rely only on repeat sales. The methodology employs a model design that uses a sale pairing process based on the individual building level, rather than the individual house level as is used in the repeat-sales method. The approach extends ideas from repeat-sales methodology in a way that accommodates much wider datasets. …

This article considers the extent to which the legal framework for making land use decisions in Singapore allows for public participation. It examines the issue from two angles: the creation and preservation of the built environment, and the transient use of public space. The first angle is discussed primarily from a heritage law viewpoint, focusing on planning law, compulsory acquisition law, and the legal regime for creating national monuments. In a significant decision last week, Singapore’s highest court ruled that alleged global football match-fixer Dan Tan Seet Eng’s preventive detention was unlawful. His detention went beyond the scope of discretionary power vested in the Minister for Home Affairs under the Criminal Law (Temporary Provisions) Act (CLTPA). The court’s ruling drew criticisms from a former Interpol chief and, ironically, FIFA, football’s graft-ridden governing body.
