Žumberak: A Sixteenth-Century Refugee Settlement Zone, Nicholas J. Miller

This article examines the movement of Orthodox Christian refugees from Bosnia to the Habsburg Monarchy in the 1530s and their settlement in a district called Žumberak. The movement of these Uskoks has never been examined in the context of refugee studies. This study of a refugee movement and settlement over a five-century period offers the possibility of reaching a better understanding of the long-term outcome of refugee movements. This article examines the education strategy of the Sahrawi Arab Democratic Republic (SADR), the state-in-exile with partial sovereignty on “borrowed territory” in Algeria. The article, which opens with a historical glance at the conflict, argues that SADR’s education program not only succeeded in fostering self-reliance by developing skilled human resources, but was forward looking, using education as a vehicle to instill “new traditions of citizenship” and a new imagined national community, in preparation for future repatriation. The Oslo agreements proposed a two-state solution for the Palestinian-Israeli conflict: a Palestinian state on the West Bank and Gaza existing alongside Israel. However, the refugees’ right of return and claims to land and property expropriated by Israel during the 1948 were removed from the equation, although they represent the core issues in the conflict.
