Latino Voting In The 2004 Election: The Case Of New York, José Cruz, Cecilia Ferradino, Sally Friedman
Latino Voting In The 2004 Election: The Case Of New York, José Cruz, Cecilia Ferradino, Sally Friedman
Policy Documents
This paper examines the participation of Latinos in the electoral process in New York State. It describes key features of the demographic and political context in which Latino participation takes place and provides an analysis of the Latino presence and role during the 2004 campaign. The paper also includes an analysis of Latino registration and turn-out patterns in the presidential race. Most of the literature on Latinos in New York quite sensibly focuses on activities in New York City. This paper for the first time analyses Latino registration, turnout, and voting patterns in the state as a whole. The patterns …

George W. Bush And The Rhetoric Of Chief Legislator: The First Term, Donna R. Hoffman, Alison D. Howard
Collected Faculty and Staff Scholarship
Near the beginning of a congressional session, the president will present key pieces of his legislative agenda to both Congress and the American public in the State of the Union address (SUA). He will couch his requests in a way that seeks to persuade his audiences he has the legislative solution to a problem he details. Effective political communication between the president and Congress is essential since each play key roles in the legislative process. While Congress comprises the legislative branch, the moniker we attach to one of the multiple jobs with which presidents are charged is that of chief …
Rethinking Symbolic Racism: Evidence Of Attribution Bias, Brad T. Gomez, J. Matthew Wilson
Rethinking Symbolic Racism: Evidence Of Attribution Bias, Brad T. Gomez, J. Matthew Wilson
Political Science Research
This paper demonstrates that cognitive tendencies related to political sophistication produce an attribution bias in the widely accepted symbolic racism scale. When this bias is controlled statistically, the effect of symbolic racism on racial policy attitudes is greatly diminished. Our theory posits that high sophisticates tend to make global/distal attributions, allowing them to associate racial inequality with broader sociopolitical causes. Less sophisticated individuals, conversely, tend to make local/proximal attributions, thus biasing them against ascribing responsibility systemically. Consequently, less sophisticated individuals tend to be classified as intolerant by the symbolic racism scale, even when controlling for factors such as ideology and …

State Legislative Term Limits And The Law Of Unintended Consequences : An Examination Of Member Behavior, Power Structures, And Legislative Organization In Florida, Kathryn Andrews Depalo
FIU Electronic Theses and Dissertations
The implementation of term limits on state legislators has provided a wealth of data for study. Florida, the second largest state in the Union with term limits, has not been comprehensively studied. This research examines the effects of term limits on electoral competition, member composition, legislator career paths, legislative leadership, and intra- and inter-governmental influences on Florida's legislature. This study looks at the Florida legislature from 1992 when term limits were enacted through 2004, three electoral cycles in which term limits have been in effect. This study uses both quantitative and qualitative data where appropriate. Electoral data is used to …

Entertaining Politics And The College Student, Alexandra Rubin
Entertaining Politics And The College Student, Alexandra Rubin
Senior Honors Projects
Mass media is crucial in forming and reflecting opinion in society. Newspaper, television, and the internet all play a critical role in the daily lives of Americans; disseminating information that shapes views of life, culture, and politics. It seems like all forms of media communication, either subliminally or blatantly, reflect the political climate of the day. The news media flood American homes with images, audio, and commentary on political happenings. My questions are as follows: How much basic political knowledge does an average college student possess? Where does the average college student receive his or her political knowledge? Does celebrity …
South Goes South: American Perspectives On Southern Immigrants To Brazil, Ernest R. Rheaume
South Goes South: American Perspectives On Southern Immigrants To Brazil, Ernest R. Rheaume
Senior Honors Projects
Reconstruction following the American Civil War led to conditions in the South that caused upwards of 20,000 Americans to go into exile. Of these, approximately 2,500 to 3,500 made the trip to Brazil and established settlements of varying success. One hundred forty one years later descendents of the original settlers, known as the Confederados, still populate the areas of Americana and Santa Barbara D’Oeste, Brazil. Extensive studies have been conducted on the history of the migration and the resulting settlements, yet conflicting perspectives of the Confederados exist within American society. These include different understandings of the Confederate Battle Flag, the …

A Report On Accessibility Of Polling Places In The November 2005 Election: The Experience Of New York City Voters, José Cruz, Prepared In Collaboration With The National Association Of Latino Elected And Appointed Officials
Policy Documents
To ensure that that such polling places in the November 8, 2005 New York City Mayoral Election were accessible to all voters, the National Association of Latino Elected and Appointed Officials (NALEO) Educational Fund in partnership with the New York Latino Research and Resources Network (NYLARNet) at the University at Albany, State University of New York, conducted an Election Day project to observe the accessibility of poll sites. For this observational study, the Brooklyn and Queens boroughs were chosen as field sites. Specifically, multiple polls sites in two Assembly Districts for each borough were observed-Assembly Districts 51 and 52 in …

Review Of One House: The Unicameral's Progressive Vision For Nebraska By Charlyne Berens, James B. Johnson
Review Of One House: The Unicameral's Progressive Vision For Nebraska By Charlyne Berens, James B. Johnson
Political Science Faculty Publications
This is a book that needed to be written-a valuable, though flawed, addition to the literature on Nebraska's unique legislative body. It is the first addition to research on the Nebraska Legislature in some time and presents a new approach to the subject: has the Unicameral lived up to the promises of its founders? The answer is, by and large, yes.

Rethinking The Iraq War, Brian Stiltner
Rethinking The Iraq War, Brian Stiltner
Philosophy, Theology and Religious Studies Faculty Publications
The reasonable possibility of the situation getting worse [in Iraq] rather than better should have given humanitarian advocates for war, like myself, greater pause. For me at that time, this humanitarian motive bolstered what was weak in the weapons argument, and vice versa. But now I realize that a partial case for war because of the weapons risk and a partial case for war under humanitarian reasons don't add up to an air-tight case for just war. Each of the causes proffered has to be reasonable with little doubt-something like 90 to 95 percent certain-and they can't be undermined by …

Alternative Fuels And Advanced Technology Vehicles: Issues In Congress, Brent D. Yacobucci
Alternative Fuels And Advanced Technology Vehicles: Issues In Congress, Brent D. Yacobucci
Congressional Research Service Reports
Alternative fuels and advanced technology vehicles are seen by proponents as integral to improving urban air quality, decreasing dependence on foreign oil, and reducing emissions of greenhouse gases. However, major barriers — especially economics — currently prevent the widespread use of these fuels and technologies. Because of these barriers, and the potential benefits, there is continued congressional interest in providing incentives and other support for their development and commercialization.
In the 109th Congress, alternative fuels and advanced technology vehicles have received a good deal of attention, especially in the debate over omnibus energy legislation. High fuel prices, especially in response …
Western Water Resource Issues, Betsy A. Cody, Pervaze A. Sheikh
Western Water Resource Issues, Betsy A. Cody, Pervaze A. Sheikh
Congressional Research Service Reports
For more than a century, the federal government has constructed water resource projects for a variety of purposes, including flood control, navigation, power generation, and irrigation. While most municipal and industrial water supplies have been built by non-federal entities, most of the large, federal water supply projects in the West, including Hoover and Grand Coulee dams, were constructed by the Bureau of Reclamation (Department of the Interior) to provide water for irrigation.
Growing populations and changing values have increased demands on water supplies and river systems, resulting in water use and management conflicts throughout the country, particularly in the West, …
U.S. Space Programs: Civilian, Military, And Commercial, Marcia S. Smith
U.S. Space Programs: Civilian, Military, And Commercial, Marcia S. Smith
Congressional Research Service Reports
The 109th Congress is addressing a broad range of civilian, military, and commercial space issues.
The National Aeronautics and Space Administration (NASA) conducts the most visible space activities. For FY2006, NASA received $16.623 billion when adjusted for two rescissions and an augmentation for hurricane recovery. The FY2007 request is $16.792 billion.
The future of the U.S. human space flight program is dominating debate about NASA. The space shuttle returned to flight in July 2005 after a two and one-half year hiatus following the 2003 Columbia tragedy, but the next launch has been indefinitely postponed because of a foam-shedding event during …

Human Cloning, Judith A. Johnson, Erin D. Williams
Congressional Research Service Reports
In December 2005, an investigation by Seoul National University, South Korea, found that scientist Hwang Woo Suk had fabricated results on deriving patientmatched stem cells from cloned embryos — a major setback for the field. In May 2005 Hwang had announced a significant advance in creating human embryos using cloning methods and in isolating human stem cells from cloned embryos. These developments have contributed to the debate in the 109th Congress on the moral and ethical implications of human cloning. Scientists in other labs, including Harvard University and the University of California at San Francisco, intend to produce cloned human …
