In the wake of multiple crises, such as climate change and international conflict, there is increased urgency to ensure a stable food system. Additionally, changing priorities of citizens have fostered the desire for sustainable production of food. One innovative method of food production is regenerative agriculture and in this practice the main goals are to increase system resilience, improve soil and sequester carbon. This is done through practices such as no tilling, cover and intercropping, and incorporation of livestock into crop fields. Annual corn exports, as a percentage of total use, exhibit a persistent, downward trend starting in the mid-1970s. Changes in government policy and domestic supply-demand dynamics are widely held as the determinants for corn price movement over the same period. However, significant disputes have emerged since 2013 which attribute the last five years of corn market underperformance to minor trade vicissitudes between the U.S. and China. This report estimates a corn price determination model which demonstrates that foreign exports play an insignificant role in the U.S. corn market between 1997 and 2018.

Risk Management Strategies For Nebraska Grain And Oilseed Producers: A Stochastic Simulation And Analysis, Jim A. Jansen

Uncertainty in revenue for grain and oilseed operations located across Nebraska exists due to commodity price volatility and yield variability. Several risk management tools enable producers to deal with financial losses from revenue declines including crop insurance, marketing strategies, and government farm programs. Producers may need to combine multiple tools for an effective risk management strategy, but research lacks on integrating these tools currently available to producers across the state. Actions amongst individuals actively engaged in the industry show their plans to deal with revenue declines may lead to less than optimal strategies.

In turn, greater roles for different levels of government may help America achieve greater efficiencies in domestic food safety, nutrition and related public health issues, sustainability, and international trade.

Honduras has for almost two decades embraced economic integration as a way to achieve sustained economic growth. The DR-CAFTA agreement signed in 2004 represents another step towards economic openness. The agreement generated a heated debate about the benefits and costs to the Honduran economy. Previous assessments suggest that Honduras will have a marginal aggregate benefit from DR-CAFTA. The findings from this study suggest that the agreement might actually yield a marginal loss vis-à-vis the counterfactual. Previous studies also stress the potential for large losses resulting from the agreement, particularly for some traditional and sensitive agricultural sectors. The findings from this …

How Coupled Are Decoupled Farm Payments? A Review Of The Evidence, Arathi Bhaskar, John C. Beghin

This survey paper explores the literature on decoupling of farm programs that has emerged in the last 10 years. The paper identifies and assesses the various channels of potential coupling of decoupled farm payments and provides a taxonomy of coupling mechanisms found in theoretical and empirical papers. Coupling of decoupled payments is pervasive but effects when measurable are small, with the exception of the impact on land values. The paper points to unresolved issues on potential coupling mechanisms for further research.

We assess the extent to which national budget considerations, international trade negotiations, and domestic political deliberations affect the potential development of an omnibus farm bill, which may be signed into law in 2008. With no successful conclusion of the Doha Development Round of trade negotiations in sight, U.S. legislators appear unable to make politically unpopular decisions on domestic farm policy reform. However, the absence of an international trade agreement does not reduce the need for the U.S. to comply with previous agreements.

Payment For Environmental Services: A Comparison Of Us And Eu Agri-Environmental Policies, Kathy Baylis, Stephen Peplow, Gordon Rausser, Leo Simon

Agri-environmental policies (AEPs) in the United States and the European Union are examples of payments for environmental services that pay farmers to reduce the negative externalities of agricultural production, while serving as a means to transfer public funds to farmers. We show that despite similar origins, AEPs in the two regions differ both in their specific objectives and in their implementation. For example, AEPs in most member states of the EU-15 have the additional objective of using agriculture as a driver for rural development. Costly (Dis)Agreement: Optimal Intervention, Income Redistribution, And Transfer Efficiency Of Output Quotas In The Presence Of Cheating, Konstantinos Giannakas, Murray Fulton

This study builds on previous work by Giannakas and Fulton (2003, 2000) on the economics of output quotas in the presence of cheating by examining the efficiency of the policy in transferring income to producers as well as the optimal regulatory response to enforcement costs and farmer noncompliant behavior in a decentralized policy making environment. Analytical results show that enforcement costs and cheating change the transfer efficiency of output quotas, the level of intervention that transfers a given surplus to producers, the socially optimal income redistribution, and the social welfare from intervention. This chapter first discusses what economists mean by "the incidence of agricultural policy" and why we care about it. Then it reviews models of the determinants of the differential incidence of different policies among interest groups such as suppliers of factors of production, consumers, middlemen, taxpayers, and others. Results are represented in terms of Marshallian economic surplus, and surplus transformation curves. After reviewing the results from standard models under restrictive assumptions, certain assumptions are relaxed in order to analyze the effects of imperfect supply controls, variability, cheating and imperfect enforcement of policies, and the dynamics of supply.
