Dismantling New Democracies: The Case Of Tunisia, Hannah M. Ridge
Political Science Faculty Articles and Research
After a decade as the stand-out democracy of the Middle East, Tunisia took an anti-democratic turn in July 2021 with President Kaïs Saïed’s self-coup. Using a survey fielded in the weeks after these reforms, this article documents the substantial support for liberal institutions and civil rights in Tunisia. Democracy itself, on the other hand, is not so strongly supported. The study thus identifies potential for democratic backsliding in Tunisia through the strategic implementation liberal but anti-democratic actions. Other would-be authoritarians could follow Saïed’s model of strategic regression to autocratize their regimes.

Academics and journalists have characterized the West African state of Benin as a democracy in decline under President Patrice Talon, elected in 2016 and reelected in 2021. This thesis explains that trend and its historical background. After comparing Benin with other African democracies of varying strengths, it is concluded that despite setbacks experienced under Talon, in the long run, Benin’s democratic institutions will hold firm and survive.

Since Kenya gained independence from Britain in 1963, women’s rights in the country have made slow gains and suffered some setbacks. However, the rights of women and their guaranteed participation in politics was outlined in Kenya’s 2010 Constitution. This paper will survey some of those gains as well as describe the social backlash experienced by women leaders who have been trailblazers in post-colonial Kenyan politics.

Zambia has made several attempts to elaborate a democratic constitution that promotes good governance, inclusiveness, citizen participation, accountability, and the separation of powers between the three arms of government-parliament, the judiciary, and the executive. Success has been elusive largely because the processes used have been inappropriate for consensus building. The latest attempt, the Constitution Amendment Bill No. 10 of 2019, which came out of a ruling party dominated constitutional conference, is presently before parliament. This analysis comes at a strategic yet uncertain period in Zimbabwe when the nation is going through a political transition. A lot ofuncertainty surrounds the outcome of this transition. Since the 1980s, Zimbabwe has been entrenched in a plethora of crises including vast human rights abuses hinged on pervasive police brutality. The police have increasingly become predatory against the Zimbabwean populace, followed by disappearances of human rights defenders and activists. Nigeria was under military rule for near to 30 years out of her 55 years of existence after independence. During this period, corruption reached peak levels causing societal retrogression. The dawn of the Fourth Republic in 1999 heralded the revival of elections in the country. It is against this background that this study investigates the extent to which democracy has advanced and improved the living standards of citizens and increased per capita income among others. Tunisia's reputation as the success story from the Arab Spring rests on the integration of a stable democratic regime. Domestic as well as regional threats continue to push the boundaries of this fledgling democracy. Twenty years after South Africa's democratisation, Nelson Mandela's passing has prompted scholars to examine his legacy in various domains. Here we take a look at his legacy in education discourse. Tracing Mandela's thoughts and pronouncements on education we find two major emphases: a view of education as a practical means to economic development, and education as a means to social justice, human rights, and democracy. Assessing the legacy of these twin emphases, we conducted qualitative and quantitative content analysis of turning point documents in education policy and annual reports from the respective South African ministries of education over the last …

The Niger Delta militancy ravaged the Nigerian upstream petroleum sector between 2004-2009, bringing it to a standstill. In response, the Nigerian state adopted an amnesty policy―a globally recognized tool for conflict resolution and peacebuilding―to protect the sector and the economy from collapse. Little is known, however, about the unintended consequences of the amnesty implementation for the Nigerian upstream petroleum sector. Thus, the purpose of this study was to fill this gap in the research literature on the Niger Delta amnesty program. This article provides an exegesis of the recently entered-into-force African Charter on Democracy, Elections and Governance. Democracy has a decidedly mixed history in Africa and, despite a concerted effort by the African Union (AU), it has made only halting inroads in those states that are nondemocratic or struggling to consolidate democracy. That may change as more states ratify and implement the Charter, a comprehensive regional attempt to promote, protect, and consolidate democracy that entered into force in February 2012. There has been much literature about the economic effects of terrorism in democratic countries, but this literature often considers democracy to be a binary variable. This paper sought to explore how the effects might differ depending on the strength of a democracy. In the end, I found that the numbers of attacks and the effects of those attacks do not follow a linear path. The results for autocracies and anocracies require further analysis, but democracies have revealed interesting results. It seems that democracies as a whole have more terrorist attacks, but, within this group, the more democratic a country is …

Democracy's advance on the African continent has been mixed, this article analyzes three countries which reflect this situation. Ghana represents the good, a country now considered a liberal democracy; Kenya represents the bad, although possessing the right conditions to advance its democracy the country has slid into an ambiguous zone; the Democratic Republic of Congo represents the ugly, after showing initial promise it still has significant issues halting its burgeoning democratic progress. The emerging fragile democracies of Africa are grappling to meet such imperatives of good governance as integrity, transparency, openness, and accountability. Perhaps nowhere in the conduct of the public’s business are they more necessary than in accounting for the use of resources to check fraud, abuse, and waste. This essay summarizes reports of auditors general in some African countries, providing comparative insight into how and in what areas these offenses occur.
