The Aqua-Po Public Beach report is the first in a series of reports on the public beaches in the Commonwealth of Virginia. There are 14 localities with public beaches totaling about 23 miles of shoreline. The public beach reports are an assessment of the history of each public beach and their current status in terms of loss of beach fill and maintenance needed. This is measured by the beach monitoring program sponsored by the Virginia Board on the Conservation and Development of Public Beaches.

Baylor Grounds were defined by a survey of the natural oyster beds in Virginia conducted by Lt. J.B. Baylor, USN, and completed in 1894. The original purpose of the survey was to set aside naturally productive oyster beds for protection from private leasing, which was a controversial concept at the time. Hence the commonly used term 'Baylor Grounds' is synonymous with Virginia's public oystering grounds in the present day. As part of the hypoxia program of the Virginia Chesapeake Bay Initiatives, the Division of Physical Oceanography of the Virginia Institute of Marine Science (VIMS) conducted a series of measurements in the York River estuary. The measurements were made in summer, 1988 and 1989. Two types of measurements were conducted in each year: measurements at moored stations and measurements by slackwater surveys. The former collected data for investigation of dissolved oxygen (DO) variation, and associated physical parameters, in an intratidal time scale, as well as for studying the vertical distributions of the measured parameters.
