There is a need to evaluate high surface nitrate concentrations across agricultural watersheds, both spatially and temporally, to increase understanding of source and timing of nitrogen loads in streams and rivers. Bazile Creek is a high-nitrate stream originating in the agriculturally intensive Bazile Groundwater Management Area of Eastern Nebraska, USA. It is a gaining stream that receives groundwater with high nitrate concentrations originating from nonpoint sources. This study combines empirical predictive and economics models to estimate the cost of remediation for domestic wells exceeding suggested treatment thresholds for nitrates. A multiple logistic regression model predicted the probability of well contamination by nitrate, and a life cycle costing methodology was used to estimate costs of nitrate contamination in groundwater in two areas of Nebraska. In south-central Nebraska, 37% of wells were estimated to be at risk of exceeding a threshold of 7.5 mg/L as N, and 17% were at risk of exceeding 10 mg/L as N, the legal limit for human consumption in the United States. This article presents a new method for estimating changes in depth to groundwater at a yearly, county level and incorporates these estimates as the dependent variable of econometric models for the High Plains aquifer. The High Plains (Ogallala) aquifer underlies eight states in the central United States and is the primary source of irrigation water for this large food producing region. The stock of groundwater is a finite, non-renewable resource with minimal recharge in most areas. Groundwater is an essential input to agriculture world-wide, but it is clear that current rates of groundwater use are unsustainable in the long term. This dissertation assesses both current use of groundwater for country- to global-scale agriculture, and looks at the future of groundwater. The focus is on 1) quantifying food directly produced as a result of groundwater use across spatially-varying agricultural systems, 2) projecting future groundwater demands with consideration of climate change and human decision-making, and 3) understanding the system dynamics of groundwater re-use through surface water systems. Urban and rural economies throughout the southwestern United States and Mexico rely on surface water imported from the Colorado River. The Imperial Irrigation District (herein IID or District) has rights to use 3.1 million acre-feet (MAF) per year of Colorado River Water (Regional Water Management Group 2013 and Imperial Irrigation District 2009). Of this water entitlement, IID uses 97 percent for agricultural production. In addition, IID supplies water to San Diego and Los Angeles urban areas.

In the Piedmont region of Virginia, development pressures are increasing the demand for mitigation wetlands but appropriate construction sites are relatively scarce due to local topography and geology. Many existing water budget models used for planned mitigation sites exhibit considerable error when estimating groundwater fluxes, particularly for historical years that lack hydraulic head data. Paradoxically, where the issue of efficiency has become critically important in recent times, namely the allocation of the environment and its resources and amenity, the techniques of economists have been found wanting and less than fully developed.
