The research here focuses on two projected century sea-level rise scenarios (100 and 180 cm/century) and the potential to offset elevation loss to sea-level rise by supplying deteriorating tidal marsh habitat with a thin layer of dredge sediment via high-pressure spray disposal within San Francisco Bay. This adaptation strategy is then analyzed for potential integration into the Bay’s long term management plan for dredge material disposal. The Marsh Equilibrium Model (Morris, 2012) is used to evaluate elevation deficits for existing tidal marsh habitat around San Pablo Bay against future century sea-level rise scenarios and model marsh resiliency following elevation enhancement. …

Executive Summary

Initiated in June 2014, the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Pilot Project (Intergovernmental Pilot Project or IPP) convened at Old Dominion University is an effort to use the knowledge skills and expertise of all regional stakeholders to create a framework or template for intergovernmental strategic planning that can be used outside the region; and, to implement that integrated strategy in Hampton Roads, Virginia creating an effective and efficient method for planning holistically for sea level rise and recurrent flooding.

In an era of rising sea levels, costal land managers including land trust representatives, municipal planners, and others contributing to decisions about whether to develop or protect coastal parcels do not have viable means of evaluating future values on wetlands that will be created when sea levels rise. This project develops and tests a software modeling approach to help address this issue, in combination with a novel, expert-opinion driven benefit-cost framework. The beta test used three parcels in Scarborough, Maine: Hampton Circle, Maine Audubon, and Pine Point. It used a group of experts to 1) allocate initial values to these …

Sea level rise (SLR) along Virginia’s coasts and around the Chesapeake Bay as measured by tide gauges is analyzed and discussed. It is shown that the SLR rates vary between one location to another and in most locations the rates increase over time (i.e., SLR is accelerating). The latest science of SLR is reviewed and the causes of the high SLR rates in Virginia are discussed. The impacts of land subsidence and ocean currents (changes in the Gulf Stream in particular) on sea level are especially notable and important for predicting future SLR in Virginia. The author assessed the risk to a wastewater pump station and a planned replacement located nearby due to coastal flooding and rising sea levels. The locations for the pump stations are in the Larchmont neighborhood by the Lafayette River tidal estuaries in Norfolk, Virginia. The Lafayette River is a tributary to the Elizabeth River, which flows to the Chesapeake Bay. The low-lying areas along the river are subject to coastal surges caused by tropical and extra-tropical storms that flood the bay.

Less than five years ago, Old Dominion University started the Climate Change and Sea Level Rise Initiative (CCSLRI), which led to the recently established Mitigation and Adaptation Research Institute (MARI) and the Hampton Roads Sea Level Rise Preparedness & Resilience Intergovernmental Planning Pilot Project. This interdisciplinary area of research also has a long history in many European countries.
