This paper aims a comparative analysis at county level concerning urban and rural population access to sanitation services in the context of EU accession. Partially coverage of population to such services contributes to illegal dumping of waste generated and uncollected.Furthermore, waste management facilities are inappropriate, particularly in small cities or rural areas. Lack of waste management facilities from mountain region often lead to uncontrolled disposal of waste on river banks polluting the local environment and damaging the tourism potential. Open dumping of waste generated and uncollected is the most common option in waste management schemes from rural areas. Lack of sanitation services or rudimentary waste management systems favored this practice. This paper proposes a method to estimate the amounts of household waste uncontrolled disposed at local administrative unit level (commune) for 2003 and 2010. Based on estimating the amounts of waste generated and uncollected are introduced new indicators in the quantitative analysis taking into account the household waste composition, individual composting of biodegradable waste or recyclable waste from households for a more proper assessment of waste disposed. Rural areas of the new EU Member States face serious problems in compliance of EU regulation on waste management. Water pollution is caused in rural areas, especially by uncontrolled waste deposits located in river bed and in urban areas is discharged, irregular, untreated sewage. The Cuejdiu River is a tributary of the Bitriţa River in the left side, with a total length of 24 km. Natural fertilizers were used in agriculture since ancient times and are still the best method of soil fertilization. Traditional agriculture, practiced in rural areas of Romania, contributes to the maintenance of soils fertilization ecological practices. Our research shows the evolution of the quantity of natural fertilizers used in the past 20 years at the national level and at the level of NeamŃ County captures the evolution over the seven years of natural fertilizers areas. This paper analyzes the expansion of sanitation services in rural areas after the closure and rehabilitation of rural dumpistes having as deadline July 16, 2009. Following this period local authorities are forced to collect and dispose the waste generated in urban landfills from proximity until the transfer stations will be operational. Most of the rural population has no access to waste collection services, waste generated and uncollected are uncontrolled disposed polluting the local environment. Development of sanitation services is a basic condition for an efficient implementation of integrated waste management system at county level.
