Terrorism is not a new concept, as historically terrorist organisations have used the threat of violence or actual violence to generate fear in individuals, organisations and governments alike. Fear is a weapon and is used to gain political, ideological or religious objectives. Past terrorist attacks have raised concerns around the world, as governments ensured that their anti-terrorism security strategies are adequate. Domestically, Australia upgraded its capacity to respond to terrorism events through security enhancements across many areas and with new initiatives such as the 2002 public counter terrorism campaign. One of the most pressing concerns in homeland security is the illegal passing of weapons-grade nuclear material through the borders of the United States. If terrorists can gather the materials needed to construct a nuclear bomb or radiological dispersion device (RDD, i.e., dirty bomb) while inside the United States, the consequences would be devastating. Preventing plutonium, highly enriched uranium (HEU), tritium gas or other materials that can be used to construct a nuclear weapon from illegally entering the United States is an area of vital concern. Disrupting terrorist and other covert networks requires identifying and capturing key leaders. Previous research by Martonosi et al. (2009) defines a load metric on vertices of a covert network representing the amount of communication in which a vertex is expected to participate. They suggest that the visibility of a target vertex can be increased by removing other, more accessible members of the network. This report evaluates the feasibility of efficiently calculating the optimal subset of vertices to remove. We begin by proving that the general problem of identifying the optimally load maximizing vertex set removal is NP-complete. We then consider …

In recent years, Customs and Border Protection (CBP) has installed radiation sensors to screen cargo containers entering theUnited States. They are concerned that terrorists could use containers to smuggle radiological material into the country and carry out attacks with dirty bombs or a nuclear device. Recent studies have questioned the value of improving this screening system with new sensor technology. The cost of delays caused by frequent false alarms outweighs any reduction in the probability of an attack in an expected cost analysis.
