This dissertation contains seven Chapters. The contents in the respective Chapters may be briefly recounted as follows.A topic of classical interest in survey sampling is how to ensure the existence of a uniformly non-negative (UNN) unbiased estimator for the mean square error (MSE) of a homogeneous linear estimator (HLE) for a finite survey population total.
