These guidelines are designed to guide the Department of Fisheries staff and community groups (the proponent) on the process for developing a proposal for a Fish Habitat Protection Area (FHPA). The guidelines: 1. Describe the role and function of Fish Habitat Protection Areas; 2. Guide proponents in selecting a suitable site for an FHPA; 3. Describe the process to be used to develop a proposal for an FHPA; 4. Describe the methodology to be used to develop a management plan for an FHPA; 5. Ensure consistency between applications.

This survey provides a preliminary review of the activities of pumpout facilities in the No Discharge Areas of Massachusetts. It highlights areas of concern, identifies potential improvements and focuses further research.

Based on data from Massachusetts Coastal Zone Management, there are 100 pumpout facilities in Massachusetts, located in 56 towns. Of these 52, have one or more pumpout boats. Due to financial limitations and the time available, any attempt to survey all these facilities was beyond the scope of this study. Real-Time Travel Time Estimation Using Macroscopic Traffic Flow Models, Pushkin Kachroo, Kaan Ozbay, Antoine G. Hobeika

This paper presents the estimation of travel time on highways based on macroscopic modelling. The focus is on real-time values as compared to average or static values. The macroscopic models are used for distributed and time/space lumped settings and corresponding travel time estimation functions and algorithms are developed. The implications of these algorithms for the implementation of various incident management and traffic control strategies are also discussed.

We consider a container terminal discharging containers from a ship and locating them in the terminal yard. Each container has a number of potential locations in the yard where it can be stored. Containers are moved from the ship to the yard using a fleet of vehicles, each of which can carry one container at a time. The problem is to assign each container to a yard location and dispatch vehicles to the containers so as to minimize the time it takes to download all the containers from the ship. The protection of Western Australia's aquatic animals, plants and habitats is important for many reasons. Fish, and many aquatic invertebrates, have significant commercial, recreational and social importance. Aquatic habitats provide food, refuge and breeding areas for fish and other animals. In addition, some habitats, such as rocky reefs and seagrass meadows, act as nursery sites for juvenile animals. Some habitats and their inhabitants (such as coral reefs) also have aesthetic values which support economically and socially important industries, such as tourism.
