To document continued compliance with Federal law, the Anadromous Fishes Program of the Virginia Institute of Marine Science (VIMS) has monitored the size and age composition, sex ratio and maturity schedules of the spawning striped bass stock in the Rappahannock River since December 1981 utilizing commercial pound nets and, since 1991, variable-mesh experimental gill nets. Spawning stock assessment was expanded to include the James River in 1994 utilizing 11 commercial fyke nets and variable-mesh experimental gill nets. The use of fyke nets was discontinued after 1997. The project objective was to monitor agricultural best management practices implemented to minimize sediment, nutrient, and bacterial impact on water quality of the Upper White River watershed. The project targeted the primary agricultural causes of non-point source nutrient and bacterial pollution in three sub-basins of the White River in the Beaver Lake Watershed. Areas with high animal densities targeted high source areas. High source areas were treated with best management practices (BMP) in an effort to reduce the impact to the White River and Beaver Lake. The 78,000-ha Savannah River Site, which is located in the upper Coastal Plain of South Carolina along the Savannah River, was established as a nuclear production facility in 1951 by the Atomic Energy Commission. The site’s physical and vegetative characteristics, land use history, and the impacts of management and operations are described. Aboriginal and early European settlement was primarily along streams, where much of the farming and timber cutting have occurred. Woodland grazing occurred in the uplands and lowlands. Land use intensity increased after the Civil War and peaked in the 1920s. Impacts from production of cotton and corn, naval …

Effects Of Temperature Anomalies On The Palmer Drought Severity Index In The Central United States, Q. Steven Hu, Garry D. Wilson

The purpose of this study is to improve our understanding of temperature and precipitation effects on the Palmer Drought Severity Index (PDSI). Both theoretical and observational analyses were applied to separate and compare temperature and precipitation effects on PDSI. The results showed that because of the dependence of PDSI on the ‘climatologically appropriate rainfall’, which is a function of time and varies with surface air temperature, the PDSI can be equally affected by temperature and precipitation, when both have similar magnitudes of anomalies. The western burrowing owl (Athene cunicularia hypugea) has been declining throughout much of its range, and in some areas, quite dramatically. In the Great Plains region, these declines appear to be closely associated with declines in prairie dog numbers. Most research to date has taken place on relatively small, fragmented prairie dog colonies. The objectives of this study were to analyze burrowing owl reproductive performance (i.e., clutch size, brood size, and number fledged), and nestling body condition in relation to nest level and colony level factors in Buffalo Gap National Grassland, South Dakota. An assessment of current and possible future land use in Western Australia was undertaken as part of the National Land and Water Resources Audit. This data was used to assess the impact of land use change on the future extent of salinity. It was found that in some areas there is real capacity for changing land use to impact on recharge to the watertable.

The major objective of this demonstration project was to assess the usefulness of Global Positioning Systems/Geographic Information Systems (GPS/GIS), water testing, soil testing and yield monitoring in a whole farm water and soil management plan. An important part of this objective was to make recommendations to increase crop productivity and decrease the potential for surface water degradation through erosion and runoff at the farm. The farm was located on 2400 acres in the Bayou de View watershed in Monroe County, Arkansas. The Rogue River is located in west central lower Michigan and is a major tributary of the Grand River. The Rogue River Watershed refers to all the land that is drained by the Rogue River. This area is 167,625 acres and includes portions of Kent, Montcalm, Muskegon, Newaygo, and Ottawa counties. The City of Rockford and Cedar Springs, and the villages of Sparta, Kent City, Sand Lake, and Casnovia are within the Rogue River Watershed boundaries. The Rogue River is fed by wetlands, county drains, lakes, and both warm and cool-cold water tributaries. The cool-cold water tributaries help to sustain …

The New England Environmental Finance Center (NE/EFC) has been conceived as a knowledge-based clearinghouse, training, and change-agent program aimed at helping EPA's constituencies find financially successful approaches to environmental improvements. The NE/EFC will develop approaches to needs of particular priority in New England and potentially useful throughout the nation; share such approaches through the EFC national network; and help make tools from that network accessible throughout New England. We examined six historical specimens of the endangered North Atlantic right whale (Eubalaena glacialis) using DNA isolated from documented baleen plates from the late nineteenth and early twentieth centuries. Sequences from the mitochondrial DNA (mtDNA) control region from these samples were compared with those from a near-exhaustive survey (269 of approximately 320 individuals) of the remaining right whales in the western North Atlantic Ocean. Our results suggest that there has been only relatively modest change in maternal lineage diversity over the past century in the North Atlantic right whale population. For seven years, the Lincoln Lake (Moores Creek and Beatty Branch) watershed was monitored for improvements in water quality resulting from agricultural best management practices (BMP) implemented to reduce nutrient transport. During the first three years of monitoring (1991 to 1994), nitrogen transport declined significantly (Edwards et al., 1994, 1996, and 1997) under both base and storm flow conditions. This decline in nitrogen transport was again observed in the three-year period following 1994 (Vendrell et al. 1998). This monitoring effort has demonstrated that water quality bas improved in the Lincoln Lake watershed. However, since the nitrogen transport continued to decline …

Periodic upgrades of air temperature measurement systems in surface weather station networks cause data discontinuities. From a climatological viewpoint, it is necessary to evaluate the air temperature data discontinuities when air temperature radiation shields are upgraded. This study was undertaken to investigate the effectiveness of four common air temperature radiation shields including the Automated Surface Observing System (ASOS), the Maximum–Minimum Temperature System (MMTS), the Gill, and the Cotton Region Shelter (CRS) shields. The solar radiation shielding effectiveness for each shield under typical grass ground surface and different artificial surfaces (black, white, and aluminum) were investigated. The Soil and Water Assessment Tool (SWAT) was evaluated and parameter sensitivities were determined while modeling daily streamflows in a small central Kentucky watershed over a two-year period. Streamflow data from 1996 were used to calibrate the model and streamflow data from 1995 were used for evaluation. The model adequately predicted the trends in daily streamflow during this period although Nash-Sutcliffe R2 values were –0.04 and 0.19 for 1995 and 1996, respectively. The model poorly predicted the timing of some peak flow values and recession rates during the last half of 1995. Excluding daily peak flow values from August …

The joint conference was a success with about 250 participants. A WRC sponsored two sessions on Environmental Hydrology and a short course titled "Hydrogeology and Geochemistry of Salt Water Contamination." Streamflow reconstruction using tree ring information (dendrohydrology) has traditionally used principal components analysis (PCA) and stepwise regression to form a transfer function. However, PCA has several procedural choices that may result in very different reconstructions. This study assesses the different procedures in PCA-based regression and suggests alternative procedures for selection of variables and principal components. Cross-validation statistics are presented as an alternative for independently testing and identifying the optimal model. Horse Creek Fen preserve is a complex of wetland communities (Sandhills fen, Sandhills freshwater marsh, and northern sedge wet meadow) associated with Horse Creek, a ditched stream that drains the Allen Valley fen. Fen vegetation on the preserve is limited to approximately 20 acres on the western boundary of the preserve where it abuts the eastern end of the Allen Valley fen (Steinauer et al. 1996). The fen vegetation is surrounded primarily by Sandhills freshwater marsh, which in turn is surrounded by northern sedge wet meadow. Additional Sandhills freshwater marsh occurs near the eastern boundary of the preserve. The eastern …

In an effort to support Virginia's application for federal grant funds under the Department of Interior's "Boating Infrastructure Grant Program" (Grants), the Marina Technical Advisory Program (MT AP) at the Virginia Institute of Marine Science has undertaken assessment of the state's recreational boating infrastructure needs.1 A total of $32 million has been authorized over four years to fund this new program. The urbanized shore areas of Long Island Sound in the vicinity of New Haven, Connecticut (USA) have a long history of exposure to point and non-point sources of pollution, New Haven having been one of the birthplaces of the industrial revolution. As an unintended consequence of such activities, the region's sedimentary systems have incorporated a complex mixture of organic and inorganic contaminants. With its long and varied pollution history and the multiplicity of sedimentary environments (fluvial, estuarine, intertidal, marsh, etc.) present in a compact geographical area, the region is ideal natural laboratory for field testing new contamination assessment techniques. The Eastern Wildlife Damage Management (EWDM) Conference was developed (1st conference held in 1983) to focus on people-wildlife interaction issues occurring in the eastern U.S. Developed as a Renewable Resources Extension Act activity, the purpose of the conference was to improve wildlife resource management and increase outputs of agricultural and forestry commodities. A primary planning issue for the 1st EWDM Conference was whether to represent the conference focus as wildlife damage "control" or "management." Control was selected initially, but the title evolved since then to be replaced by "management," reflecting the central role of wildlife conflict mitigation in wildlife management. …
