The Bureau of Reclamation performed an independent evaluation of an ETI (Electronic Techniques, Inc.) precipitation gauge at the High Altitude Site on the western slope of the Wasatch Plateau in central Utah. The ETI gauge could provide a desirable alternative to conventional recording gauges in several applications, including evaluation of cloud seeding projects, if it performs as advertised. The testing program was intended to determine its performance in a winter mountain environment. This decision document presents the selected remedial action for the Utah Power & Light American Barrel Site in Salt Lake City, Utah, which was chosen in accordance with the requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by Superfund Amendments and Reauthorization Act of 1986 (SARA), and, to the extent practicable, the National Oil and Hazardous Substances Pollution Contingency Plan (NCP). This decision is based on the administrative record for this site. The Utah Department of Environmental Quality concurs with the remedy selected by the U.S. Environmental Protection Agency (EPA).

The Petrochem/EkoTek site was operated by several owners as a refinery from 1953 until 1978 and as a hazardous waste storage treatment facility and a petroleum recycling facility from 1978 through 1988. Removal of essentially all petroleum products and hazardous wastes in tanks and drums was accomplished from 1988 - 1991. The process that will lead to the complete clean-up of the facility is ongoing. The site was added to the National Priorities List (NPL) in October 1992. The carbonate-rock province of the Great Basin, mainly in eastern Nevada and western Utah, is characterized by thick sequences of carbonate rocks of Paleozoic age. These rocks overlie clastic and crystalline rocks of Cambrian and Precambrian age, respectively. Since the carbonate rocks were deposited, structural compression and extension, intrusive and volcanic episodes, and erosion have greatly modified their distribution and thickness, and a variety of younger rocks and deposits have been emplaced within and above them. Numerous roadside plantings at semiarid sites in the south-central Utah counties of Juab, Sanpete, and Sevier were intended to stabilize roadsides with plants harmonizing with natural vegetation. The plantings, originally for demonstration, began in the 1950's. They included bareroot transplants and direct seedings. Soils and geologic substrates at six sites were analyzed for 15 characteristics. Plant performance and survival was summarized for 37 sites. Thirty species established well by direct seeding and 62 species established well from transplants. Numerous other species have also persisted at the planting sites but are not as vigorous or as well adapted. Direct seedings were …

A grassland restoration project was conducted in Canyonlands National Park on an area recently disturbed due to construction. Two native grasses (Oryzopsis hymenoides and Stipa comata) were seeded with 18 different soil treatments. Stipa density and relative mycorrhizal colonization were measured. None of the soil treatments resulted in significantly greater Stipa density than the control treatment of seeding only plus water. There was very little correlation between Stipa density and mycorrhizal colonization based on the treatments (r2= 0.011 p = 0.05). Three treatments produced 3 to 5 times the VAN colonization as the control including spring cryptobiotic soil crusts, with …

The study area, referred to as the headquarters area, incorporates the area from the south entrance station north to the Zion Canyon bridge. This includes the visitor center, the Watchman and South campgrounds, the amphitheaters, the nature center, the Oak Creek, Watchman, and Pine Creek residential areas, and the Oak Creek maintenance area. The study area encompasses approximately 325 acres. It includes a development zone (107 acres) and a natural zone (218 acres), and is surrounded by a proposed wilderness subzone.

The purpose of this Flood Insurance Study is to investigate the existence and severity of flood hazards in the unincorportated areas of Carbon County, Utah, and to aid in the administration of the National Flood Insurance Act of 1968 and the Flood Disaster Protection Act of 1973. Initial use of this information will be to convert Carbon County to the regular program of flood insurance by the Federal Insurance Administration. Further use of the information will be made by local and regional planners in their efforts to promote sound land use and flood plain development.
