Floods are the most damaging natural disasters in America. Land use change in upland watersheds can increase the probability and severity of floods (Bronstert, Niehoff, & Burger, 2002). When watersheds are divided by political and private property boundaries it leads to a misalignment of incentives in which downstream users lack recourse for upstream land use decisions contributing to flood risk. Access control models and implementation guidelines for determining, provisioning, and de-provisioning user permissions are challenging due to the differing approaches, unique for each organization, the lack of information provided by case studies concerning the organization’s security policies, and no standard means of implementation procedures or best practices. Although there are multiple access control models, one stands out, role-based access control (RBAC). RBAC simplifies maintenance by enabling administrators to group users with similar permissions. Flooding is the natural hazard with most occurrences in Panama. Its frequency and magnitude have increased over the years. This dissertation analyzes Panama’s flood activity in order to better understand flood hazards, the current evolution of Panamanian perceptions of flood risk, and the incorporation of indigenous knowledge used to mitigate flood hazards. The first chapter developed a baseline of past and current flood inventory in Panama, which required the use of flood historical data, thematic cartography, and Geographic Information Science (GIS). The Salish Sea is the site of a transboundary fishery whose coastal jurisdiction includes British Columbia, Washington State, the two federal governments, and many Indigenous tribes with sovereign rights. Fishery management becomes increasingly complex when transboundary cooperation is needed. Furthermore, while the Salish Sea region has attempted to facilitate better transboundary collaborative governance, these have generally failed to institutionalize the principles of adaptive management. This paper examines the effect of high elevation weather stations on the rainfall index used by the Pasture, Rangeland, and Forage insurance program. Weather station data for the state of Utah is used to identify high elevation weather stations and their location. Utilizing the corresponding rainfall index data, the effect of the high elevation weather stations is determined. This paper finds when high elevation weather stations begin reporting there is a jump up of 19.01–27.88 percentage points on average in the rainfall index for the corresponding grid locations. In 1980, the United States Congress passed the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). This federal law provided the U.S. Environmental Protection Agency (EPA) with the legal tools necessary to pursue polluters who had improperly stored or disposed hazardous wastes. Since its passage, more than a thousand sites have been added to the National Priorities List (NPL), but only a fraction have been cleaned up. Proponents of neoliberalism argue that aggressive environmental policies such as CERCLA harm workers by making it impossible for businesses to operate profitably. This thesis conducts Value at Risk (VaR) and Expected Shortfall (ES) estimation using GARCH modeling and Bayesian Model Averaging (BMA). BMA considers multiple models weighted by some information criterion. Through BMA, this thesis finds that VaR and ES estimates can be improved through enhanced modeling of the data generation process.

Uncertainty surrounding volcanic activity can lead to socio-economic crises with or without an eruption as demonstrated by the post-1978 response to unrest of Long Valley Caldera (LVC), CA. Extensive research in physical sciences provides a foundation on which to assess direct impacts of hazards, but fewer resources have been dedicated towards understanding human responses to volcanic risk. Browser security indicators show warnings when sites load without HTTPS, but more malicious sites are using HTTPS to appear legitimate in browsers and deceive users. We explore a new approach to browser indicators that overcomes several limitations of existing indicators. First, we develop a high-level risk assessment framework to identify risky interactions and evaluate the utility of this approach through a survey. The dispersal of the invasive red lionfish (Pterois volitans) across the Caribbean–Atlantic reverberates throughout the region’s public policy, conservation efforts, and economic concerns. Invasions by non–native species generally exhibit a wide range of negative effects on recipient ecosystems, and the lionfish case is no exception. Of central concern, this invasion has occurred at a rate, scale, and magnitude that precludes traditional management efforts. This work explores the climatologies of isolated tornadoes and tornado outbreaks across the state of Tennessee, a state that in some years experiences more tornadoes than states in the heart of Tornado Alley. Part one assesses tornado frequency characteristics and fatality statistics within 100 km of three major Tennessee cities (Nashville, Memphis, and Knoxville) between 1950 and 2013. Nashville reported the most tornadoes, (426) but Memphis reported the most fatalities. Knoxville and Nashville tornadoes occurred on fewer days, while Memphis tornadoes were spread across more tornado days. Awareness of a storm threats can occur hours or days in advance, but disaster assessments indicate many people do not heed storm warnings. This problem is old. The author assessed the risk to a wastewater pump station and a planned replacement located nearby due to coastal flooding and rising sea levels. The locations for the pump stations are in the Larchmont neighborhood by the Lafayette River tidal estuaries in Norfolk, Virginia. The Lafayette River is a tributary to the Elizabeth River, which flows to the Chesapeake Bay. The low-lying areas along the river are subject to coastal surges caused by tropical and extra-tropical storms that flood the bay.

Wildland-urban interface growth and factors increasing the probability of wildfire suggest that annual spending on wildfire risk mitigation and suppression will continue to increase. With limited information about the benefits and costs of risk mitigation, land managers and homeowners may under- or over-invest in risk mitigation, where costs are disproportionate to the expected benefits of the strategy.
