A Vulnerability-Driven Cyber Security Maturity Model For Measuring National Critical Infrastructure Protection Preparedness, Bilge Karabacak, Sevgi Ozkan Yildirim, Nazife Baykal
All Faculty and Staff Scholarship
Critical infrastructures are vital assets for the public safety, economic welfare and national security of countries. Cyber systems are used extensively to monitor and control critical infrastructures. A number of infrastructures are connected to the Internet via corporate networks. Cyber security is, therefore, an important item of the national security agenda of a country. The intense interest in cyber security has initiated research focusing on national cyber security maturity assessments. However, little, if any, research is dedicated to maturity assessments of national critical infrastructure protection efforts. Instead, the vast majority of studies merely examine diverse national-level security best practices ranging …
Renewable Energy, Mary Finley-Brook
Renewable Energy, Mary Finley-Brook
Geography and the Environment Faculty Publications
Renewable energy installations are expanding around the globe. Although there is excellent potential for achieving sustainability with multiple types of renewable energy, no energy source is a panacea. There are place-specific costs and benefits from every energy type, and the scale of production influences impacts. Industrial-scale renewable energy sources usually merge into existing energy grids and may often be connected to broader economic and political initiatives. Such as regional integration, development of new growth poles to stimulate economic expansion in areas without infrastructure, job creation, or trade expansion. With the exception of desert solar projects or initiatives in remote areas, …
Challenges To Transferring Western Field Research Materials And Methods To A Developing World Context, Ma. Mercedes T. Rodrigo, Jessica Sugay
Challenges To Transferring Western Field Research Materials And Methods To A Developing World Context, Ma. Mercedes T. Rodrigo, Jessica Sugay
Department of Information Systems & Computer Science Faculty Publications
Much of the research currently undertaken in the area of intelligent tutoring systems hails from Western countries. To counteract any bias that this situation produces, to gain greater representation from the rest of the world, and to produce systems and publications that take cultural factors into account, experts recognize the need for more intercultural evaluations and collaborations. For these collaborations to be successful, though, methods and materials require modification. Field work methodologies used in developed countries have to be nuanced when transferred to developing world contexts. In specific, the paper describes five challenges that researchers must address in the transfer …

Drafting Model Laws on Indoor Pollution for Developing and Developed Nations (July 12-13)
On July 12 and 13, 2012, experts convened at Colorado Law to demonstrate the extent to which a model law could help address the global problem of indoor air pollution from inefficient cook stoves. The air pollution that results from inefficiently burning biomass as fuel for cooking has serious health and climatic consequences. The workshop produced two sets of Model Laws and commentaries to help nations solve the problem, and the commentaries were published in the Colorado Natural Resources, Energy, and Environmental Law Review.

The Need For A Security/Privacy Model For The Health Sector In Ghana, James Tetteh Ami-Narh, Patricia A. Williams
Australian Information Security Management Conference
Many developing countries around the world are faced with the dilemma “brain-drain” as their healthcare professionals seek better economic opportunities in other countries. This problem is compounded by a lack of robust healthcare infrastructure requiring substantive improvements to bring them up to date. This impacts a countries ability to understand morbidity and mortality patterns which impact health care policy and program planning. The lack of IT infrastructure also negatively affects the safety, quality, and efficiency of health care delivery in these countries. Ghana is faced with this precise set of circumstances as it struggles to adopt policies to overcome these …

Institutions And The Urban Environment In Developing Countries: Challenges, Trends, And Transitions, Carlos A. Linares
Institutions And The Urban Environment In Developing Countries: Challenges, Trends, And Transitions, Carlos A. Linares
Yale School of the Environment Publications Series
The paper discusses challenges, trends, and transitions in the urban environment field and offers an approach to meeting Millennium Development Goal (MDG) targets in water supply and sanitation in urban areas. It updates the author’s 1994 publication Urban Environmental Challenges: New Directions for Technical Assistance to Cities inDeveloping Countries, published by the World Resources Institute. This paper begins by describing governance, decentralization, and privatization trends and drawing lessons from international development experiences in cities in developing countries. It argues that pervasive governance problems have led to environmental service deficits, particularly amongst the poor, who, at the same time, have demonstrated …
