Current forecasts by the U.S. National Oceanic and Atmospheric Administration (NOAA) are that the Pacific Ocean will experience El Niño conditions in late 2009 and into 2010. These forecasts are similar to past El Niño events in 1972–1973, 1982–1983, 1986–1987, and 2002–2003.

Evaluating the hydrologic conditions for these past El Niño events reveals that during these times, surface water supply conditions improved in many parts of the United States, including the Southeast, Midwest, and Southwest. At the same time, the Pacific Northwest and other specific regions of the United States experienced below-average water supply conditions. This is consistent with the …

The Lower Rio Grande basin in New Mexico is currently undergoing water right adjudication. The adjudication process is important to identify and quantify water uses throughout the Lower Rio Grande. It is intended to facilitate water rights administration by the Office of the State Engineer. Where water users do not understand the purpose and process, they may not participate effectively. Through conversations with irrigators and others familiar with the situation, I explore some of the water users perspectives regarding the adjudication. This shoreline inventory is developed as a tool for assessing conditions along the tidal shoreline in the City of Newport News. Field data were collected during July and September 2002, and data were updated using VBMP 2006/2007 imagery. Conditions are reported for three zones within the immediate riparian river area: riparian land use, bank and buffers, and the shoreline. A series of maps and tabular data are published to illustrate and quantify results of an extensive shoreline survey. Shorelines of the James River, Skiffes Creek, Warwick River and Deep Creek, including small tributaries, were surveyed. Some sections were coded using …

The data inventory developed for the Shoreline Inventory is based on a three tiered shoreline assessment approach. In most cases this assessment characterizes conditions that can be observed from a small boat navigating along the shoreline. The three tiered shoreline assessment approach divides the shorezone into three regions: 1) the immediate riparian zone, evaluated for land use; 2) the bank, evaluated for height, stability, cover and natural protection; and 3) the shoreline, describing the presence of shoreline structures for shore protection and recreational purposes.

The first Intermountain BMP Project workshop, sponsored by the Natural Resources Law Center and the Colorado Oil and Gas Conservation Commission, was held in Rifle, Colorado on October 14, 2009 at the Garfield County Fairground for over 170 participants.

Speakers from Federal, state and local governments, the community, industry and environmental consultants, and conservation groups focused presentations and discussion on a greater understanding of what Best Management Practices (BMPs) are appropriate to the western slope of Colorado and how they are integrated into developments.

Future water management will shift from building new water supply systems to better operating existing ones. The variation of water values in time and space will increasingly motivate efforts to address water scarcity and reduce water conflicts. Hydro-economic models represent spatially distributed water resource systems, infrastructure, management options and economic values in an integrated manner. In these tools water allocations and management are either driven by the economic value of water or economically evaluated to provide policy insights and reveal opportunities for better management. Residential Water Demand Under Alternative Rate Structures: Simulation Approach, David E. Rosenberg

Econometricians have long studied the effect of price on residential water demand and the impact on water use of the rate (tariff) structure in which price signals are embedded. This paper applies an existing deductive model of residential water use for the intermittent supply system in Amman, Jordan and simulates demand responses across a cross section of households over many uniform, increasing block, and linear price (quadratic charge) rate structures at historically low and significantly higher prices. Results show inelastic piped water demand responses for all rate structures at historically low prices similar to findings from a prior econometric study …

Esperance Area Acid Sulfate Soil Hazard Mapping, Paul Galloway, Simon Clarendon

Resource management technical reports

This project created a regional scale (1:100 000) acid sulfate soil (ASS) hazard map for the Lake Warden and Esperance town areas, using a combination of existing soil-landscape mapping information and elevation data, supported by field observations and laboratory data from 18 soil cores and 29 additional borelogs with descriptive information useful for identifying ASS and potential ASS materials. All data gathered during this project used common standards and protocols developed in Australia for identifying and mapping ASS materials. The project extends the mapping for acid sulfate soil in the region, complementing existing maps compiled for other parts of the …

The cumulative effects of global change, including climate change, increased population, and more intense industrialization and agribusiness, will likely continue and intensify the course of eutrophication in estuarine and coastal waters. As a result, the symptoms of eutrophication, such as noxious and harmful algal blooms, reduced water quality, loss of habitat and natural resources, and severity of hypoxia (oxygen depletion) and its extent in estuaries and coastal waters will increase. Global climate changes will likely result in higher water temperatures, stronger stratification, and increased inflows of freshwater and nutrients to coastal waters in many areas of the globe.
