North Monterey County experiences severe water supply and quality problems including falling water levels, seawater intrusion, and nitrate contamination. The region is in a significant state of overdraft where current demands greatly exceed the annual level of recharge. Without increased supplies, dramatic changes need to occur to the North County land use pattern to reduce demand. The Comprehensive Water Resources Management Plan combines water conservation, water supply, water quality, and land use actions into comprehensive policy alternatives. It is clear, however, that capital facilities are necessary if the problem is to be solved.

Documentation of the methodology and data used to estimate the land use, M&I water needs, and pumped agricultural water under the 2030 conditions. One of the primary goals of the Salinas River Basin Management Plan (BMP) is to meet the agricultural, and municipal and industrial water needs of the Valley under the existing conditions (1995 level of development) as well as, under the future conditions (2030 level of development), while stopping the seawater intrusion and balancing the hydrologic conditions in the basin. Report prepared by Tetra Tech on behalf of California Central Coast Regional Water Quality Control Board and US Environmental Protection Agency, Region IX with a view of development of salt-related TMDLs and a salt and nutrient management plan for the Salinas Valley aquifers. The report provides data analysis and a literature review, development of a water and salt mass balance tool, and salt sources assessment. Recommendations regarding improved representation of cropland locations, rotations, and irrigation practices are provided.

The Scott Coastal Plain has significant attributes that make it an area of State and regional significance for agricultural production. The climate, availability of good quality groundwater for irrigation, and large lot sizes provide opportunities for mechanised horticultural production which other parts of the State may not have.
An estimate of the area that could be used for each agricultural land use has been developed, at a broad study area level.
