Marion County is located in northern South Carolina between the Great Pee Dee and Little Pee Dee Rivers. Because Marion County was the location of severe flooding during hurricanes Matthew (2016) and Florence (2018), the South Carolina Floodwater Commission identified Marion County as a location for drainage system improvement by the Infrastructure and Shoreline Armoring Task Force. In order to align plans for drainage system improvement with the needs of the local communities, commission chairman Thomas Mullikin requested a community survey to gauge the residents' personal experiences and views on what changes should be made to address the problem. Investigating Stormwater Drainage Basin Sediments As A Means Of Bacterial Accumulation And Transport Within A South Carolina Estaurine Watershed, Matthew Kyle Curtis

While the presence of fecal indicator bacteria such as Escherichia coli in urban stormwater has been widely documented, their occurrence and persistence in sediments are not as well understood. Traditional research into bacterial contamination of surface waters has focused on overland transport of waste material and assumes fecal bacteria such as E. coli have short lifetimes in the environment. Recent investigations suggest that E. coli can accumulate in drainage basin sediments and act as a fecal bacterial reservoir within a watershed.
