The Bureau of Reclamation conducted a feasibility study of seeding winter mountain clouds as a possible means of enhancing the water supplies of the Sevier River Basin of Utah. A considerable body of pertinent meteorological observations from in or near the basin is examined. The evidence indicates that Utah winter mountain clouds often have more supercooled liquid water available than is naturally converted to snowfall. Thus, the needed "raw material" for cloud seeding to be effective is frequently available. This Flood Insurance Study revises and updates a previous Flood Insurance Study/Flood Insurance Rate map for City of Bountiful, Davis County, Utah. This information will be used by the City of Bountiful to update existing floodplain regulations as part of the Regular Phase of the National Flood Insurance Program (NFIP). The information will also be used by local and regional planners to further promote sound land use and floodplain development.

The WSA was studied under section 603 of the Federal Land Policy and Management Act of 1976 (FLPMA) and was included in the Grass Creek/Cody Wilderness Environmental Impact Statement (EIS) filed in August 1990. There were two alternatives analyzed in the EIS, No Wilderness and All Wilderness. The All Wilderness Alternative is the recommendation of this report.

The BLM began the wilderness review in accordance with the requirements of Section 603(c) of the Federal Land Policy and Management Act (FLPMA) dated October 21, 1976. This Act mandated that within 15 years the BLM would inventory and study its lands for their wilderness suitability and that based on this review, the Secretary of Interior would forward his wilderness recommendations to the President.

The recommendation for this WSA is to designate 17,150 acres of BLM land and 1,390 acres of State land as wilderness. This alternative is considered to be the environmentally preferable alternative as it would result in the least change in the natural environment over the long term. The entire 17,150 acres of federal land and 1,390 acres of state land within the WSA are recommended for wilderness designation and are shown on the Bobcat Draw Badlands WSA map. The state lands would be recommended for acquisition to enhance the manageability of the area as wilderness.

The report summarizes the planning and decision-making process followed, describes the specific mitigation measures identified, and assesses the transferability of the Utah approach and requirements for its replication by other State and local governments.
