American Eel (Anguilla rostrata) is a valuable commercial species along the Atlantic coast of North America from New Brunswick to Florida. Landings from Chesapeake Bay typically represent 60% of the annual United States commercial harvest (ASMFC 2012). American Eel is also important to the recreational fishery as it is often used live as bait for Striped Bass (Morone saxatilis) and Cobia (Rachycentron canadum). In 2012, Chesapeake Bay commercial landings of American Eel (771,536 lbs) were 72% of the U.S. landings (personal communication from the National Marine Fisheries Service, Fisheries Statistics Division). The Atlantic States Marine Fisheries Commission (ASMFC) adopted the Interstate Fishery Management Plan (FMP) for the American Eel in November 1999. Harvests of American eel along the U.S. Atlantic Coast have declined in recent years, and similar patterns have been noted in the Canadian Maritime Provinces as well as in Europe with its congener, A. anguilla (Ciccotti et al., 4 1995). Fishery independent indices of abundance have also shown a decline in American eel populations in recent years (Richkus and Whalen, 1999; Geer, 2003; Montane and Fabrizio, 2006). Possible explanations for this decline include Gulf Stream shifts, pollution, overfishing, parasites, and barriers to fish passage (Castonguay et al., 1994; Haro et al., 2000). Fisheries management techniques are not often applied to American eels because basic biological information is not well known. Unknown biological parameters such as variation in growth rates and length at age have complicated stock assessment and management efforts. Though American eel are not usually considered a sport fish, their ubiquity and readiness to take a bait leads them to be caught by recreational fishermen (Collette and Klein-MacPhee, 2002).
