The plan will implement a mandatory shuttle bus system in Zion Canyon during the peak visitor use season. A transit/information center, located in a portion of the Watchman Campground, will function as the shuttle bus staging area. It will include a 575 vehicle parking and bus loading area, information center, visitor comfort facilities, amphitheater, and a picnic area. The Watchman Campground (partially displaced by the shuttle facilities) and South Campground will be rehabilitated to improve circulation and the quality of the campsites. The existing visitor center would be converted to an education center.

This Final Environmental Impact Statement describes alternatives, including a "No Action" alternative for management of National Forest Rangeland Resources on the Uinta National Forest. Alternatives range from no change from past management practices, which in some instances have resulted in less than favorable ecological conditions on National Forest Rangelands and riparian resources, to managing these resources to achieve the "Potential Natural Community" in terms of vegetative cover types and condition. The environmental consequences of all alternatives considered in detail are displayed. The Diamond Mountain Resource Management Plan is approved. The plan was prepared under the regulations for implementing the Federal Land Policy and Management Act (FLPMA) of 1976 (43 CFR 1600). An environmental impact statement was prepared for this plan in compliance with the National Environmental Policy Act (NEPA) of 1969. The plan is identical/nearly idential to the one set forth in the proposed plan and associated final environmental impact statement published in August 1993. Specific areawide management decisions are presented in Chapter 2 of the RMP.

Most visitors enjoy photographing the butte, hiking area trails, camping, picnicking, and wildlife viewing. A few thousand technical rock climbers annually travel from across the country and the world to scale the butte's nearly vertical cracks and columns.
