This report represents a substantial endeavor aimed at providing a critical examination of the complex interplay between fossil fuel development, environmental justice, and climate justice in a region of the United States that has an enduring legacy of economic injustice and environmental racism. In recent years, the rapid expansion of liquefied natural gas (LNG) infrastructure along the Gulf Coast has raised significant concerns regarding the environmental and social consequences.

Which Came First, People Or Pollution? Assessing The Disparate Siting And Post-Siting Demographic Change Hypotheses Of Environmental Injustice, Paul Mohai, Robin Saha

Although a large body of quantitative environmental justice research exists, only a handful of studies have examined the processes by which racial and socioeconomic disparities in the location of polluting industrial facilities can occur. These studies have had mixed results, we contend, principally because of methodological differences, that is, the use of the unit-hazard coincidence method as compared to distance-based methods. This study is the first national-level environmental justice study to conduct longitudinal analyses using distance-based methods. Our purposes are to: (1) determine whether disparate siting, post-siting demographic change, or a combination of the two created present-day disparities; (2) test …

The City of Missoula has been a signer on the U.S. Conference of Mayors Climate Protection Agreement for three mayor administrations, with Mayor John Engen renewing the pledge shortly after he took office in 2006. Mayor Engen and the City of Missoula formed a partnership in January 2009 with The University of Montana and Professor Robin Saha of the Environmental Studies Program to complete an emissions inventory of municipal operations.

In th is study we measured changes in science teachers' conceptua I science u ndersta nd ing (content knowledge) and pedagogical content knowledge (PCK) while participating in a problem-based learning (PBL) model of professional development. Teachers participated in a two-week long workshop followed by nine monthly meetings during one academic year that focused on deepening their content understanding and their teaching practices. We analyzed teachers' short writings and concept map depictions of their understanding, and found teachers significantly developed components of pedagogical content knowledge and clinical reasoning, such as knowledge of assessment. National-level studies examining racial disparities around hazardous waste treatment, storage, and disposal facilities have been very influential in defining the academic and political debates about the existence and importance of "environmental injustice." However, these studies tend to employ methods that fail to adequately control for proximity between environmentally hazardous sites and nearby residential populations. By using GIS and applying methods increasingly used in environmental inequality research that better control for proximity, we conduct a comprehensive reassessment of racial inequality in the distribution of the nation 's hazardous waste facilities. The report section contains a summary of the University of Montana's survey results in a memo submitted to the EQC by Robin Saha. The graduate students conducted research requested to support the investigation regarding House Joint Resolution 34 on challenges that occur at Superfund sites under the federal Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), the state Comprehensive Environmental Cleanup and Responsibility Act (CECRA), and the Voluntary Cleanup and Redevelopment Act (VCRA). Historical Context And Hazardous Waste Facility Siting: Understanding Temporal Patterns In Michigan, Robin Saha, Paul Mohai

This article tests the proposition that, beginning in the 1970s, historic growth of public environmental concern and opposition to waste facilities, as well as changes in the policy environment increasingly encouraged hazardous waste facilities siting to follow the path of least (political) resistance and resulted in environmental inequities. Our longitudinal analysis of sitings in the State of Michigan from 1950 to 1990 reveals a distinct temporal pattern supporting our hypotheses. Whereas significant racial, socioeconomic, and housing disparities at the time of siting were not in evidence for facilities sited prior to 1970, patterns of disparate siting were found for facilities …
