The problem of nuclear waste disposal has existed since the time of the Manhattan Project in World War II. Although there exist a number of technological hurdles, the main cause that has consistently plagued a solution to nuclear waste has been the politics behind it. This thesis attempts to add to the political literature behind nuclear waste disposal by examining the nuclear waste disposal preferences of members of the United States House and Senate. This dissertation examines the environmental, economic, and cultural conflicts over the private development of ski resorts in Colorado's National Forests between 1910 and 2000. Downhill skiing emerged as an increasingly popular winter activity during the first half of the twentieth century, particularly in western state such as Colorado. A part of the a larger outdoor recreational boom throughout the United States' during the interwar years, downhill skiing challenged the Forest Service's ability to meeting the public's growing appetite for year-round recreational opportunities. This study examines the ability of democratic and non-democratic states alike to protect the environment. Democracy has long been an important concept in the study of politics and environmental protection is an increasingly important issue in world politics. Advocates of democracy claim democratic states are better able to protect the environment than non-democracies. In contrast there are those that argue democracy's emphasis on individual rights leads to excessive resource consumption. This thesis employs a mixed methods approach to determine if democratic countries protect the environment more than their non-democratic counterparts. The purpose of this paper is to determine whether scientific or political methods were used by the of the United States Congress in the study of the nuclear waste storage facility in Yucca Mountain, Nevada. The history nuclear power and the history of the Johnston compromise that lead to the elimination of Texas and Washington States as possible sites for the repository is explained.
