The WSA was studied under section 603 of the Federal Land Policy and Management Act of 1976 (FLPMA) and was included in the Grass Creek/Cody Wilderness Environmental Impact Statement (EIS) filed in August 1990. There were two alternatives analyzed in the EIS, No Wilderness and All Wilderness. The All Wilderness Alternative is the recommendation of this report.

Ab Initio Study Of Intermolecular Potential Of H2o Trimer, G. Chalasinski, M. M. Szczesniak, P. Cieplak, Steve Scheiner

Nonadditive contribution to the interaction energy in water trimer is analyzed in terms of Heitler–London exchange, SCF deformation, induction and dispersion nonadditivities. Nonadditivity originates mainly from the SCF deformation effect which is due to electric polarization. However, polarization does not serve as a universal mechanism for nonadditivity in water. In the double‐donor configuration, for example, the Heitler–London exchange contribution is the most important and polarization yields the wrong sign. Correlation effects do not contribute significantly to the nonadditivity. A detailed analysis of the pair potential is also provided. This paper presents the first ab initio attempt to construct the stretching fundamentals νFX and νF...N (X=H, D, Li) in the FX...NH3 complexes taking into account the mechanical anharmonicity. A potential‐energy surface V(rFX,RF...N) grid was generated at the self‐consistent‐field and second‐order Møller–Plesset levels. The coefficients fitting the potential‐energy surface up to the fourth order have been used to compute the νFX and νF...N stretching modes. The BLM began the wilderness review in accordance with the requirements of Section 603(c) of the Federal Land Policy and Management Act (FLPMA) dated October 21, 1976. This Act mandated that within 15 years the BLM would inventory and study its lands for their wilderness suitability and that based on this review, the Secretary of Interior would forward his wilderness recommendations to the President.

The recommendation for this WSA is to designate 17,150 acres of BLM land and 1,390 acres of State land as wilderness. This alternative is considered to be the environmentally preferable alternative as it would result in the least change in the natural environment over the long term. The entire 17,150 acres of federal land and 1,390 acres of state land within the WSA are recommended for wilderness designation and are shown on the Bobcat Draw Badlands WSA map. The state lands would be recommended for acquisition to enhance the manageability of the area as wilderness.

This report is intended to describe, document, and evaluate the approach used in the Utah Multihazards Mitigation Project (UMP) which culminated in the Utah Plan, and to make that project experience available for use by other State and local governments throughout the nation. The report summarizes the planning and decision-making process followed, describes the specific mitigation measures identified, and assesses the transferability of the Utah approach and requirements for its replication by other State and local governments.
