Social capital is a central requirement for a successful climate change adaptation, especially in Cambodia where formal institutions are still poorly developed. Collective action and not-for-profit bonding are important for climate change adaptation; however, these are not easily developed. This study examined the local institutions vital for the livelihoods of citizens who live in flood-prone Krapum Chhouk commune in rural Cambodia. Through observations and in-depth interviews with the local community, it investigated social capital in terms of the dynamics of relationships, relations of trust, and social norms and practices. In April 1990, record-breaking floods in the Warrego River threatened the rural town of Cunnamulla, located in Queensland, Australia. The floods had already inundated the upstream town of Charleville causing significant damage to property and the mass evacuation of residents. This article explores the 1990 floods in Cunnamulla in the context of two key elements of Australian history: first, several decades of rural decline in southwestern Queensland, and second, state responses to floods that had become increasingly centralized over the preceding two decades. This paper presents a human detection method using contour- based local motion features. The local motion is encoded using a variant of the popular Local Binary Pattern (LBP) called Non-Redundant Local Binary Pattern (NRLBP) descriptor computed on the difference image of two consecutive frames. In addition, the local motion features are extracted along the human's boundary contour. Localising features on the contours has the advantage of utilizing a precise human shape description. This paper presents a novel and low complexity method for real-time video-based smoke detection. As a local texture operator, Non-Redundant Local Binary Pattern (NRLBP) is more discriminative and robust to illumination changes in comparison with original Local Binary Pattern (LBP), thus is employed to encode the appearance information of smoke. Non-Redundant Local Motion Binary Pattern (NRLMBP), which is computed on the difference image of consecutive frames, is introduced to capture the motion information of smoke. "Presented is an extension of the non-negative matrix factorisation (NMF) by imposing an orthogonality constraint on the basis matrix and controlling the sparseness of the coefficient matrix for robust learning of compact local part-based representation of face images. The extended NMF is solved by a projected gradient algorithm with a data-driven initialisation scheme. In addition, an indicator is proposed to objectively measure the locality and compactness of local part-based representation and to quantitatively evaluate the efficiency of the extended NMF. This paper examines the nature of gasy/lesbian belonging in Daylesford, an Australian country town, contributing to work on both gay/lesbian rural geographies and the politics of belonging. Daylesford hosts ChillOut, Australia's largest rural gay/lesbian festival, thus providing an apt lens for investigating gay/lesbian belonging in rural Australia. The festival, per se, is not analyzed, but instead local responses to ChillOut are interrogated below, particularly certain outcomes and debates following the 2006 festival. This paper begins with a discussion of the notions of belonging and the politics of belonging, and how these relate to gay/lesbian lives. This is followed by …
