Public participation plays an important role in wet weather pollution management. However, the effects of participation programs on local water quality are often difficult to quantify. This project aims to quantify the potential effects of a community based, non-structural, BMP aimed at controlling inputs to combined sewage systems by encouraging residents to reduce their water use during rain events. A household could participate by reducing the amount of water they use for flushing toilets, washing dishes, taking showers, etc. during rain events; thereby reducing stress on the system during the time of highest demand. Non-point pollution from stormwater runoff is one of the greatest threats to water quality in the United States today, particularly in urban karst settings. In these settings, the use of karst features and injection wells for stormwater management results in virtually untreated water being directed into the karst aquifer. Currently, no policies exist specifically to provide water quality protections to karst environments. Nonpoint source nutrient pollution is diffuse pollution lacking discrete origin and conveyance. This thesis synthesizes and critically reviews research on residential nitrogen and phosphorus loss to stormwater runoff and leaching. The evaluation pulls from research covering influential socio-demographic indicators, such as use of lawn maintenance services and homeowner fertilizer practices. The extent to which such social and economic factors may influence the prevalence and fate of diffuse nutrients in stormwater runoff from residential areas has not been adequately established. Understanding the source and influencing factors of diffuse nutrient pollution is important in order to effectively protect surface and groundwater resources. …

Asset management is a strategic approach to maintaining and sustaining infrastructure in order to meet the needs of the community at the lowest overall life cycle cost. This approach helps communities know how and where to prioritize limited funds in order to achieve the greatest benefit. Often applied to drinking water and wastewater infrastructure, this method is well suited to managing any assets, including stormwater systems.

The Stockbridge School Agricultural Learning Center (SSALC) will be a 40-acre hands-on agricultural learning laboratory for students, staff, visitors, and neighbors. Still in its planning phases, the Center will be located on what is currently a hay field just north of UMass Amherst campus. A conceptual master plan was created in 2013 that is being used for fundraising as well as planning for agricultural demonstration plots and architectural hubs. Maryland passed legislation to reduce impervious surface effects and stormwater runoff by mandating a remediation fee for ten of its counties. Along with the fee, mandated counties may use funds generated to encourage residents to follow stormwater Best Management Practices (BMPs). This study uses Maryland's Howard County as a case study to examine the potential participation of its residents in financial incentives for the BMPs of rain gardens, cisterns, and permeable pavers. A survey was issued to gauge potential participation of homeowners (n=110), and results were then compared to participation numbers in three similar already implemented financial incentive programs. While the presence of fecal indicator bacteria such as Escherichia coli in urban stormwater has been widely documented, their occurrence and persistence in sediments are not as well understood. Traditional research into bacterial contamination of surface waters has focused on overland transport of waste material and assumes fecal bacteria such as E. coli have short lifetimes in the environment. Recent investigations suggest that E. coli can accumulate in drainage basin sediments and act as a fecal bacterial reservoir within a watershed.
