Stormwater management is an ongoing challenge in the United States and the world at-large. As state and municipal agencies grapple with conflicting interests like encouraging land development, complying with permits to control stormwater discharges, “urban stream syndrome” effects, and charges to steward natural resources for the long-term, some agencies may turn to constructed wetlands (CWs) as aesthetically pleasing and functional natural analogs for attenuating pollution delivered by stormwater runoff to rivers and streams. This river experiences seasonal low flow during the annual dry season throughout summer and early fall when endangered salmon species return to the river to spawn. The project described in this paper specifically looks at the influence of land management practices on water quality, specifically total phosphorus (TP) loads in the Dairy McKay Watershed (DMW). The project is being used to inform a water quality monitoring plan for the Oregon DEQ via outputs from a SWAT model. Point and nonpoint sources contribute toxic pollutants to surface waters, degrading water quality and impairing aquatic and human life. As of 2012, 51 stream segments totaling approximately 6,000 kilometers (3,750 miles) in Oregon’s Willamette River Basin (the Basin) were listed as impaired on the Clean Water Act's (CWA) Section 303(d) list with 48 toxic pollutants. These toxic pollutants exceed the Oregon Department of Environmental Quality's (DEQ) state water quality standards, requiring Total Maximum Daily Loads (TMDLs) to restore water quality and protect beneficial uses. Urbanization of landscapes alters watershed hydrology, leading to changes in the natural flow regime of local streams. Runoff from impervious surfaces and routing of stormwater can cause a rapid increase in the volume and velocity of streamflow. This is observed in the hydrograph as a steep rising limb, followed by a high peak, and a rapid falling limb. This rapidly varying streamflow, often referred to as flashiness, can increase erosive forces on the channel bed and banks, leading to channel incision and bank erosion. Warming stream temperatures degrade water quality by stressing cold-water species, promoting harmful algal blooms, lowering dissolved oxygen, and increasing the toxicity of some compounds. The influence of stream temperature on the survival of native salmon is of particular concern in the Pacific Northwest. Effective shade, the fraction of solar radiation blocked from reaching a stream, is directly related to in-stream temperature and can be manipulated by riparian management actions. Escherichia coli (E. coli), a member of the fecal coliform bacteria group, has been found to have a high association with human pathogens and the occurrences of gastrointestinal illnesses in waters used for contact recreation; E. coli is commonly used as an indicator of fecal contamination. Oregon implemented a series of marine reserves from 2012 through the beginning of 2016 that will be evaluated in 2023. As part of that evaluation, several studies are focusing on the impact of the reserves on coastal communities. This project focused on tribal members with ancestral territory on the Oregon coast. In this project, I analyzed the status and trends of water quality data describing fecal bacteria (E. coli) and DO in the Amazon and Coyote Creek watersheds of the Southern Willamette Valley, Oregon. I also examined TMDL implementation plans produced by DMAs, determined if and how implementation activities corresponded to changes in water quality, compared management and planning of DMAs in the watersheds, discussed aspects of the current TMDL, and compared state regulations and standards in other states. Urbanization is causing increased amounts of stormwater runoff, while simultaneously decreasing the amount of pervious surface area for infiltration. Multiple priority pollutants have been identified in urban stormwater, including pentachlorophenol (PCP). PCP is often found in stormwater samples exceeding the Safe Drinking Water Act limit of 1μg/L and can cause human health issues with exposure over time. We examined the treatment trains at the Columbia Slough (CSWQF) and Fairview Creek Water Quality Facilities (FCWQF) in Gresham, OR and assessed their effectiveness at removing pollutants including nutrients, TSS, metals, pesticides, PAHs, and VOCs. Time-paced, fixed volume composite samples were collected during storm events at the inlets and outlet of the CSWQF and at the inlets and outlet of each treatment train component of the FCWQF. In addition, long-term data collected at the FCWQF was analyzed. Powerdale Dam was an 87-year-old hydroelectric complex on lower Hood River in northern Oregon which was decommissioned in 2010. Macroinvertebrate samples were collected in 2009, before the removal process began, and in 2010, near the end of the demolition project, at one site upstream and three sites downstream of the dam. Macroinvertebrate communities were analyzed using both multi-metric (Benthic Index of Biotic Integrity [B-IBI]) and multivariate (Predictive Assessment Tool for Oregon [PREDATOR]) approaches, as well as EPT and Functional Feeding Group (FFG) analysis. Dramatic declines in salmon populations in the Pacific Northwest have brought new attention to the importance of estuarine rearing habitats. Levees and tide gates used to convert estuarine wetlands into farmland have reduced available habitat by more than half of historical levels. Recent efforts to restore estuarine habitats include tide gate replacement, though this method has been poorly studied. The City of Gresham is developing a Downspout Disconnection Program, which encourages homeowners to disconnect their roof downspouts from the storm sewer system and divert the stormwater onto their lawn or rain garden. Downspout disconnection is being evaluated for its effectiveness to help the city meet stormwater discharge requirements in their NPDES-MS4 permit from Oregon DEQ. This study reviewed current Natural Resources Conservation Service (NRCS) soil data and developed a suitability map showing High, Medium and Low suitability zones for on-site stormwater management.
