Changing Land Use On Unproductive Soils, Andrew Blake, Mike Clarke, Angela Stuart-Street

Resource management technical reports

A three year study completed in 2010 examined farming systems in the north-eastern agricultural region and eastern wheatbelt of Western Australia which experienced a succession of variable seasons from 2000. This culminated in severe drought in 2006 and 2007. At that time, farmers experienced labour shortages and declining terms of trade triggered by cost inflation outpacing growth in commodity prices. As a result, farm business equity was eroded as farm debt escalated. This left many farm businesses in a highly vulnerable state. At the time of the study many farmers were facing an uncertain future.

The Scott Coastal Plain has significant attributes that make it an area of State and regional significance for agricultural production. The climate, availability of good quality groundwater for irrigation, and large lot sizes provide opportunities for mechanised horticultural production which other parts of the State may not have.

An estimate of the area that could be used for each agricultural land use has been developed, at a broad study area level. The inventory and condition survey of the Sandstone-Yalgoo-Paynes Find area, undertaken by the Department of Agriculture and Food, Western Australia (DAFWA) between 1992 and 1993, describes and maps the natural resources of the region’s pastoral leasehold land. This survey report provides a baseline record of the existence and condition of the area’s natural resources, to assist with the planning and implementation of land management practices. The report identified and described the condition of soils, landforms, vegetation, habitat, ecosystems, and declared plants and animals. Rangeland surveys map and describe the outback to help evaluate whether current land uses are appropriate and to highlighe areas with potential form other land uses.

The information can also be used to help minimise adverse environmental impacts, restore damaged areas and better use natural recourses in a sustainable fashion.

In 1973 the Australian Government established a Committee of Inquiry under Mr. Justice R. M. Hope to inquire into the National Estate. Under its terms of reference the Committee was to assess the nature and condition of the National Estate and the measures which were being and should be taken for its preservation and enhancement.

Officers of the Department of Agriculture recognise that there are basic natural resources such as land, water, gene material and ecosystems which are essential elements of the National Estate held in trust by successive generations.
