Background: Organizations that collect substantial data for decision-making purposes are often characterized as being 'data rich' but 'information poor'. Maps and mapping tools can be very useful for research transfer in converting locally collected data into information. Challenges involved in incorporating GIS applications into the decision-making process within the non-profit (public) health sector include a lack of financial resources for software acquisition and training for nonspecialists to use such tools. This on-going project has two primary phases. This paper critically reflects on Phase 1: the participatory design (PD) process of developing a collaborative web-based GIS tool.

Electric power is essential to the functioning of U.S. society. The electric power system increasingly operates at or near its reliability limits. The geographic scale of the tightly coupled networks involved makes the system susceptible to large-scale outages. More frequent natural and accidental failures portend possible catastrophes from intentional disruption. Deregulation has been a major factor to the lack of investment in system upgrades. Techniques to prevent attacks and reduce vulnerabilities are available and affordable.

The Apostle Table illustrates a New Testament encryption scheme revealed in the Book of Matthew. Specifically, the list of the twelve apostles in Matthew, 10:1-4, points to the Matthew, Chapters 8 and 9, disciple characterizations. The disciples metaphorically characterize the social choice theory aspect of the scripture writers' (ordered relations theory: social choice theory: welfare model) regression. The paper is written in two parts: I. The Exogenous Pressures; and, II. The Endogenous Response. Interestingly, the paper explains why the crucified Jesus could not get off the cross.

When analyzing Taiwanese and American market separation and online gaming cultures, sooner or later researchers hear the assertion that players in Taiwan emphasize achievement and players in the US emphasize recreation. This belief may explain why a significant number of Taiwanese World of Warcraft (WoW) players claim that they would rather connect to North American game servers to play. To determine the truth (if any) of this belief, we investigated behaviors, tendencies, and motivations between Taiwanese and American WoW players using data collected via WoW’s unique clientdesigned user interface feature. This paper draws attention to fundamental deficiencies in studies that have been relied upon as authoritative sources on patent grant rate comparisons among national patent offices. The two prominent studies analyzed here had employed erroneous methods to compare patent grant rates, resulting in false high indications of such rates at the U.S. patent office compared to foreign patent offices. The three identified categories of analysis errors found in these studies were (i) the misapplication of conditional probability; (ii) miscounting invention applications; and (iii) failure to account for patent obsolescence and application attrition due to the widely differing delays among national …

A Decomposition Algorithm For N-Player Games, Robert B. Wilson, Srihari Govindan

An N-player game can be decomposed by adding a coordinator who interacts bilaterally with each player. The coordinator proposes profiles of strategies to the players, and his payoff is maximized when players' optimal replies agree with his proposal. When the feasible set of proposals is finite, a solution of an associated linear complementarity problem yields an equilibrium of the approximate game and thus an approximate equilibrium of the original game. Computational efficiency is improved by using vertices of a triangulation of the players' strategy space for the coordinator's pure strategies. Computational experience is reported.

Finance Theories Taxonomy This document presents a taxonomy of selected finance theories developed in past 5 decades by academics, practitioners and scholars in the United States, Europe, Asia and Latin America. A total of 14 theories and models are synthesized in this work, organized in five tables with the same structure: Theories of capital structure; capital budgeting and cost of equity; asset valuation, financial behavior and international finances. Die folgende Arbeit soll einen Überblick über bestehende Lösungen zur Interaktion in Erweiterten Realitäten (Augmented Reality) schaffen. Hierzu werden anhand dreier grundlegender Betrachtungsweisen unterschiedliche Interaktionskonzepte und -umsetzungen sowohl von der technischen, als auch von der konzeptuellen Seite her, vorgestellt. Neben Fragen der Visualisierung werden unterschiedliche Typen von Benutzungsschnittstellen vorstellt. Den größten Teil nehmen die drei typischen Interaktionsaufgaben Selektion- und Manipulation, Navigation und Systemkontrolle und die damit verbundenen Interaktionstechniken ein. Michael Wheeler is the latest in a new wave of philosophical theorists that fall within a loose coalition of anti-representationalism (or anti-Cartesianism): Dynamical –, Embodied –, Extended –, Distributed –, and Situated –, theories of cognition (DEEDS an apt acronym). Against this background, cognition for Wheeler is, or should be, a more ecumenical concept. This ecumenical approach would still be amenable to making theoretical distinctions, the central one being the notion of offline and online styles of intelligence, a distinction that makes conceptual space for another closely related notion, that of propositional knowledge (knowing that) and tacit knowledge (knowing how).
