Fisheries Western Australia licensing arrangements allow all vessels with an unrestircted fishing boat licence ('wetline licence') to take scalefish throughout the State. These arrangements have led to a high level of excess capacity in the licensed 'wetline' fishing fleet to exploit the scalefish resources.
